At the Penang Leadership Summit last week, a participant raised concerns about whether the increasing presence of foreign investors might create greater competition and limit opportunities for local businesses.
The question was directed to Dato’ Loo Lee Lian, CEO of InvestPenang, seeking her perspective on balancing foreign investment with the growth and sustainability of local enterprises.
First, it’s worth noting that foreign manufacturing investment is not inherently a threat. Many Chinese firms have brought jobs, technology, exports, and infrastructure investment to Malaysia. The challenge is ensuring that foreign investment benefits Malaysia over the long term.
Some areas policymakers, businesses, and communities often focus on include:
* Enforcing labor and environmental standards so all manufacturers—local or foreign—compete under the same rules.
* Monitoring strategic industries such as semiconductors, telecommunications, energy infrastructure, and critical minerals, where national security concerns may arise.
* Encouraging technology transfer by requiring partnerships, training programs, or local supplier development so Malaysian firms gain capabilities rather than remaining dependent.
* Preventing unfair trade practices such as dumping, subsidy-driven pricing, or anti-competitive behavior, using trade laws and investigations when appropriate.
* Strengthening local businesses through workforce development, innovation support, and access to financing so they can compete effectively.
* Maintaining transparency around major investments, land acquisitions, procurement contracts, and ownership structures.
* Diversifying investment sources by attracting companies from multiple countries rather than becoming overly dependent on any single foreign investor.
For individual Malaysians, vigilance generally means:
* Evaluating business opportunities based on facts and performance rather than assumptions about nationality.
* Following reliable reporting on economic and industrial policy.
* Supporting policies that promote accountability, transparency, and fair competition.
