B40, M40, T20. Everyone has heard of these income-related terms before, either from the 2020 Malaysia Budget or through the recent economic revitalization measures announced by our Prime Minister Muhyiddin Yassin.

However, do you know what the letters in front of B40/M40/T20 mean? And where do the numbers come from?

According to the 2019 statistics in Malaysia, our government classified our population into three main groups based on their household income: Bottom (low income), Medium (average income), and Top (high income). These three groups had a percentage of 40%, 40% and 20% respectively, thus creating the terms B40, M40, T20.

- B40 (Represents the Bottom 40% – low income earners)
Bottom tier income earners account for 40% of the country’s total income
Bottom tier families have an income of less than RM4850
- M40 (Represents the Medium 40% – average income earners)
Medium tier income earners account for 40% of the country’s total income
Medium tier families have an income of between RM4850 to RM10959
- T20 (Represents the Top 20% – top income earners)
Top tier income earners account for 20% of the country’s total income
Top tier families have an income higher than RM10959

Kita Prihatin – BPN2.0
After the Malaysian government announced the extension of The Recovery Movement Control Order (RMCO) till the end of the year, they launched “Bantuan Prihatin Nasional 2.0″ (BPN 2.0), a part of the “Kita Prihatin” economic stimulus package, on September 23rd at 2.30pm.

The cash aid will be distributed to eligible Malaysians in two phases: RM700 at end of October 2020, and RM300 in January 2021.

Furthermore, the 10.6 million eligible Malaysians will not have to register for the “Kita Prihatin” cash aid and will automatically receive it from the government!

Everyone dreams of buying a home they can call their own. But with the increasing properties prices, it is a challenge trying to own a property if you belong in the B40 and M40 income group.

What are the terms B40, M40 and T20? Well, Malaysian citizens are classified into three main income groups: Bottom 40% (B40), Middle 40% (M40) and Top 20% (T20) according to their median monthly income per household.

If you happen to belong in the B40 and M40 group, you’ll be pleased to hear that the government has launched various housing schemes aimed at assisting these groups. Below are some of the housing schemes catering to the B40 and M40 groups.



1. Youth Housing Scheme by Bank Simpanan Nasional (BSN)
BSN MyHome or Bank Simpanan Nasional MyHome is a homeownership scheme targeted towards first-time homebuyers aiming to own their very first home.

Under the Youth Housing Scheme, BSN will be providing financing from RM 100,000 to RM500,000 with a tenure of 35 years, or until the age of 65 (whichever comes first).

This scheme is only open to first-time home buyers, single and married youths aged between 25 to 40 years old, with a household income not exceeding RM10, 000 per month.

The government will also aid by providing monthly instalments of RM200 per month for a period of 2 years. The instalments will be credited to the customer’s financing account from the date of the first disbursement.



2. Rent-to-Own (RTO) Scheme
Rent-to-Own-Scheme (RTO) was tabled during Budget 2020 caters to homeowners who have difficulties in putting down the initial 10% down payment.

Applicants are able to rent up to 5 years and will have the option to purchase the house in the sixth year. The buyers will be able to lock in the original property purchase price for when the lease was first signed.

This scheme is only applicable for first-time homebuyers, and for properties priced up to RM500, 000. Other than that, the government will also provide exemptions on stamp duty for SPA and loan agreement.

This scheme is suitable for the B40 and M40 group who are struggling to pay the initial 10% down payment.

3. Youth Transit Housing (MyTransit) by KPKT
The Ministry of Housing and Local Government (KPKT) introduced the Youth Transit Housing (MyTransit) aimed at providing housing for single and married youths in the B40 and bottom M40 range.

The difference between the MyTransit scheme and other schemes is that it provides properties for rent instead of for purchase. The rental rate for these properties is promised to be at least 20% lower than the market rate.

Another element that makes this scheme stand out is the ‘forced savings’, a percentage of the monthly rental will be set aside and returned back to the tenant as a lump-sum after their maximum five-year stay.

This scheme will see 2,010 studio home units being built in Mukim Batu and Kepong, Kuala Lumpur, with the estimated completion date in 2022.



4. Rumah Selangorku (RSKU)
Rumah Selangorku is a low-cost housing scheme designed to assist the B40 and M40 groups who are interested in purchasing affordable housing within the state of Selangor. This scheme is catered for first-time homebuyers only.

The properties under this housing scheme include high-rise apartments and landed houses with prices ranging from RM 42,000 to RM 250,000. There are five housing types A, B, C, D, and E with different eligibility criteria based on the applicant’s monthly household income.

The maximum household income (married couple) must not exceed RM 10,000. For a single individual, the household income must not exceed RM 3,000 per month. Since the housing scheme is designed for the B40 and M40 groups, there are certain rules that potential buyers will need to follow such as:

The property cannot be sold within 5 years of purchase.

The owners are not allowed to rent out the property.

Applications are active for two years.

After two years, if not successful, applicants may apply again.

但若问你,B40/ M40/T20,到底前面的字母是什么意思?数字又是从何而来?

根据大马统计局2019年的数据显示,政府依据不同阶层的家庭收入,将国民分类为三大组别:即Bottom(低收入)、Medium(中等收入)、Top(高收入)。而这三个群体,分别占40%、40%和20%。
因此,才有了缩写 B40、M40和T20。
B40 (Bottom 40% 低收入群体)
-低收入群体占国家人口总收入占比40%
-低收入群体家庭收入是低于RM4850

M40 (Medium 40% 中等收入群体)
-中等收入群体占国家人口总收入占比40%
-中等收入群体家庭收入是介于RM4850和RM10959

T20 (Top 20% 高收入群体)
-高收入群体占国家人口总收入占比20%
-高收入群体家庭收入高于RM10959

划分出家庭收入的组别,其实也有助政府推动各种津贴时候,能够更确切辅助有需要的人。
举例来说,马来西亚因为COVID-19而锁国期间,政府就依据收入范围来确定每人可获得的辅助金额。

所以,清楚了解自己的收入组别是很重要der。
因为在了解国家政策的时候,才更容易搜寻符合自己的援助计划!

99年地契到期了,我该怎么办?

在马来西亚 , 地契主要分成永久地契和租赁地契。其中,租赁地契的通常年限为 99年 ,到期后,倘若持有者没有申请延长,那么土地的主权将归于州政府,即原有屋主必须迁离。

那么,要怎么延长呢?延长期限要缴付多少钱?如果土地主权是政府,政府会发放赔款吗?

1.要怎么延长租赁地契?
要更新或延长租赁契约产业的租期,业主必须在产业租赁期届满前,向相关土地局或州政府注册处申请延长、或更新租约。

一般上,不鼓励在最后一分钟申请,会建议在到期前的2年至5年提出申请,避免契约届满了却仍不确定是否获批而须搬迁等麻烦。


2.延长期限要缴付多少钱?
如果州政府同意更新该租赁地契,业主必须支付一笔更新租约的费用(Land Premium)。
这笔费用通常以产业地点、面积大小及产业市价等计算。

如产业是在吉隆坡联邦直辖区(契约未满):

0.25 x 土地利用分类(category of land use) x 土地价值(value of land) x 1/99 x 新租赁的期限减于现有的租赁期限余额(term of new lease minus balance of existing lease)

如产业是雪兰莪州:
0.25 x [产业面积(平方尺)(area of land in square feet) x 产业每平方尺市价(value of land per square feet)]/100 x 续约期限(term of renewal)

*建议若需延期,可寻求律师或当地土地局协助,以便厘清计算细节。

3.租赁地契收回后,政府会赔款吗?
不会。
租赁地契的土地主权归于州政府,所以一旦契约届满而地契也不获更新租约,业主必须搬走,土地使用权交回给州政府,同时不会得到赔偿。

4.租赁地契的产业,不能卖吗?

可以。
但是在转手脱售时,需要向有关当局提出申请,需要用比较多的时间完成,而且售价会比永久地契产业稍低。
租赁地契转手的时候需要取得州政府的同意(consent),所以一般上要完成交易,大概需要半年到1年;会比永久地契来的久一些。

5.出售租赁地契,会因为期限低于30年而卖不出?

租赁期的长短对于房产的市值,有直接的影响。
低于50年、40年,甚至30年租赁地契的产业,仍可以出售,但业主会面对以下的问题。

卖家较难获得银行贷款(除非卖家以现金购买,或产业坐落在热门地点)
屋价就有可能会被压低

这样听起来,租赁地契好像很不吸引人?

说实话,在城市和周边地区,有不少是租赁契约房产,若是坚持永久地契,选择无形中会减低。

另外,若是预算并不太高,租赁地契也未尝不是另一个选择。

若是位于基本设备地区完善+交通设备齐全的租赁地契房产,仍然是投资者/自住可以考虑的选项。

因为它居住便利、容易出租,升值空间较高,之后待房价达到他们心中理想水平后(或想升级居家环境),仍可以选择脱售。
