马来西亚政府宣布，马来西亚第二家园计划（MM2H）将于今年10月重新启动，新的申请将在完成所有法律相关的程序后，交由移民局负责处理。

星洲日报报道，内政部秘书长旺阿末达兰今日（8月11日）召开记者会说，在权衡安全及经济轻重后，重新启动的第二家园计划将设定更严谨的条件，以确保所吸引的申请者是真正有意居住在马来西亚且可为复苏经济带来贡献的人士。

他指出，政府了解到人民对于外籍人士通过第二家园计划进入马来西亚，可能导致外籍人士暴增而感到不满和担忧，因此，同意将第二家园计划参加者及其家属的人数定在不超过公民的1%。

“内政部保证，只有符合资格和没有犯罪记录的参加者获准参与这项计划。当局也通过设定一个线上系统用作申请、处理及参加者资料数据库，改善第二家园计划的申请程序。”

他说，在考量各部门及机构的建议后，为了在国家安全及经济求取平衡，内政部制定了10项新的条件：

1.一年内必须身在马来西亚或在马来西亚定居至少累计90天。

2.外国收入必须至少每月4万令吉（约1万2800新元），此前的条件为每月1万令吉。

3.拥有至少100万令吉的定期存款且被允许提款最高50%的本金用作购买房产、健康或孩子教育用途。

4.符合资格的申请者将被分为两个类别，即35至49岁，以及50岁及以上人士。

5.长期居留证从原有的10年改为5年，参加者可再申请延长5年，惟须符合申请条件。

6.须申报至少150万令吉的流动资产。

7.证件收费从每年90令吉提高至500令吉，且向主申请人征收5000令吉和每名家属征收2500令吉的处理费。

8.申请人及家属的证件更新、更换主申请人、更换申请人及家属国籍等，都必须进行及通过安全审查。

9.所有申请人及家属须提呈良好行为证书。

10.内政部将和旅游、艺术及文化部（MOTAC）以及旅行社合作推广马来西亚第二家园计划。
