For a small area, controlling vertical height using precise leveling is indeed more reliable than an epoch-based height system like GNSS-derived heights. Here’s why:

1. Accuracy: Precise leveling is a direct measurement technique that can achieve millimeter-level accuracy for vertical heights over short distances. It is less affected by atmospheric conditions, satellite geometry, or signal quality, unlike GNSS-based methods.
2. Local Geoid Variations: In a small area, the geoid undulations and local height variations can be significant. Precise leveling measures height relative to the geoid (orthometric heights), capturing these variations with high precision. An epoch-based system like GNSS usually provides ellipsoidal heights, which need to be converted to orthometric heights using a geoid model that may not capture fine local variations accurately.
3. Stability: Precise leveling is less subject to temporal variations, such as tectonic movements or satellite orbit changes, which can affect epoch-based systems. In contrast, GNSS-derived heights are tied to a dynamic reference frame that requires corrections over time.
4. Local Network Control: In a controlled, small area, the dense network of benchmarks established through precise leveling ensures continuity and reliability, making it a robust solution for vertical control in projects requiring high accuracy, like engineering or cadastral surveys.

While epoch-based systems are more practical for larger areas or where leveling is impractical, precise leveling remains superior for small-area, high-precision vertical control.

The recent amendments to the Licensed Land Surveyors Act are set to impact both Licensed Land Surveyors (LLS) and non-registered surveyors alike. This change aims to acknowledge the practical realities of the surveying profession while upholding the highest standards of professionalism.

Liability and Penalties for LLS

Under the new amendments, LLS who sign off on surveys may face increased liability in cases of negligence. The penalties for such actions have been significantly increased, serving as a strong deterrent against malpractice.

Stricter Fines for Professional Misconduct

One of the most notable changes is the substantial increase in fines for professional misconduct. Previously, the maximum fine was set at RM500, but under the new laws, this figure has been raised to a staggering RM100,000. This significant increase underscores the seriousness with which the authorities view professional misconduct in the surveying industry.

The amendments to the Licensed Land Surveyors Act recognize the practical challenges faced by surveyors while maintaining a steadfast commitment to upholding professional standards.

The increased liability for LLS and the stricter penalties, including the significantly higher fines, serve as a strong deterrent against malpractice and ensure that the surveying profession continues to operate with the highest level of integrity and accountability.
