KUALA LUMPUR: Malaysian households earning less than RM4,360 monthly can soon have access to Bank Negara Malaysia's RM1 billion fund for affordable homes to finance their first home that costs less than RM300,000.

Bank Negara has expanded the fund's eligibility criteria in which maximum monthly household income will be increased to RM4,360 from RM2,300 previously and maximum property price to RM300,000 from RM150,000.

Bank Negara governor Datuk Nor Shamsiah Mohd Yunus said this was the central bank's measure to assist a larger targeted group to own their first home.

"The RM300,000 house price is in line with the definition of affordable housing according to National Affordable Housing Policy," she said at the launch of Khidmat Nasihat Pembiayaan (MyKNP) here.

The enhancements will take effect on Sept 1.

The scheme, launched in January, was expected to benefit first time home owners who otherwise would not be able to afford a home due to financial constraints and loan eligibility.

Shamsiah said financing approval rates had been stable as financial institutions continue to provide financing to viable businesses and eligible borrowers, even in a challenging economic environment.

"Financing, overall, was consistent with the current economic growth rate of 4.9 per cent in the second quarter of 2019," she said, adding that net financing in the second quarter of this year grew by 5.6 per cent on an annual basis.

Shamsiah said the continued issuance of loans to all segments continues to support the country's economic activity.

"SMEs continue to receive financing support and this is proven by higher financing disbursements for the first half of this year to RM152 billion compared with RM149 billion for the same period last year," she said.

Financial institutions also continue to support homeownership, with the approval of new housing loans amounting to RM78.5 billion for the first six months of the year, benefiting over 180,000 borrowers, she said.

"What is noteworthy is the ability for homeowners to repay housing financing and this is still a major challenge for them."

Banks such as Ambank, Bank Simpanan Nasional, CIMB Bank Bhd, Malayan Banking Bhd and RHB Bank Bhd are providing the financing at a lower rate of 3.5 per cent.

Assistant governor Adnan Zaylani Mohamad Zahid said there were 700 applications to the fund so far with 296 applicants being successful.

A total of 94 applications, on the other hand, were rejected while the remaining were still being processed, he said.

Kriteria baharu Dana Rumah Mampu Milik kurangkan ansuran bulanan 20 peratus

PUTRAJAYA: Langkah Bank Negara Malaysia (BNM) menaikkan kelayakan pendapatan maksimum bulanan isi rumah bagi permohonan Dana Rumah Mampu Milik RM1 bilion kepada RM4,360 berbanding RM2,300 sebelum ini akan dapat mengurangkan bayaran ansuran bulanan peminjam sehingga 20 peratus.

Menteri Kewangan, Lim Guan Eng, berkata pemohon yang berjaya akan menikmati kadar faedah rendah pada 3.5 setahun dengan tempoh pinjaman 40 tahun, berbanding 30 tahun sebelum ini.

“Ini akan memudahkan mereka mendapatkan pinjaman. Ia antara langkah dimulakan kerajaan sebelum pembentangan Belanjawan 2020 pada 11 Oktober ini,” katanya pada sidang media selepas menghadiri mesyuarat kumpulan Fokus Bajet Belanjawan 2020 di Kementerian Perumahan dan Kerajaan Tempatan di sini, hari ini.

Yang turut hadir, Menteri Perumahan dan Kerajaan Tempatan, Zuraida Kamaruddin.

Semalam, BNM mengumumkan menambah baik kriteria kelayakan dan ciri-ciri Dana Rumah Mampu Milik RM1 bilion, dengan menaikkan kelayakan pendapatan maksimum bulanan isi rumah kepada RM4,360 berbanding RM2,300 sebelum ini.

Gabenor BNM, Datuk Nor Shamsiah Mohd Yunus, berkata penambahbaikan itu bagi membantu pembeli rumah berpendapatan rendah membiayai pembelian rumah pertama.

Katanya, penambahbaikan juga membabitkan had harga maksimum rumah layak dibiayai dinaikkan kepada RM300,000 berbanding RM150,000 sebelum ini.

Berhubung dakwaan mengatakan inisiatif perlindungan insurans MySalam sebagai skim cepat kaya dan menguntungkan syarikat insurans serta takaful, Great Eastern, Guan Eng berkata, ia tidak benar kerana syarikat berkenaan menyumbangkan wang RM2 bilion bagi skim terbabit.

“Saya tidak faham bagaimana boleh menguntungkan apabila dia (Great Eastern) yang sumbang wang,” katanya.

Sementara itu, Zuraida berkata, kementeriannya akan melancarkan enam lagi skim pembiayaan perumahan pada pertengahan Oktober ini, bagi membantu rakyat terutama golongan B40 memiliki rumah.

Katanya, skim berkenaan yang kini sedang dalam proses dimuktamadkan akan disertai 15 bank dan institusi kewangan.

“Model pembiayaan akan disediakan khususnya untuk golongan B40 dan mereka boleh serta-merta memanfaatkannya,” katanya.
