​The inspiration behind the name is incredibly special. Billie is named in honor of Dr. Seah’s late grandfather, Bill Seah—the very first Asian Chartered QS in the world! His grandfather fondly used to say that "Bill" serves as a permanent reminder of the bedrock of our profession: the Bills of Quantities.
​Dr. Seah shared a touching tribute to his "Ah Kong," recalling how he would work by day, teach at the Polytechnic by night, and pioneer early concepts of amicable dispute resolution and collaboration decades ago. It is this exact legacy of passion, sharing, and mentorship that drives Dr. Seah's dedication to teaching the next generation today.

🌏 PAQS congratulates our Immediate Past Chair, Professor Anthony Mills LFAIQS, on being awarded Life Fellowship of the Australian Institute of Quantity Surveyors (AIQS).

Life Fellowship is the highest honour of AIQS, recognising his outstanding and sustained contribution to the quantity surveying profession, higher education and industry leadership over many years. Professor Mills has served as Victoria State President (2000–2002), AIQS National President (2017–2019) and most recently Chair of the Pacific Association of Quantity Surveyors (2023–2025).

Alongside his professional leadership, he has held senior academic roles at the University of Melbourne, RMIT University and Deakin University, where he served as Head of the School of Architecture and Built Environment from 2014 to 2021, mentoring the next generation of quantity surveyors. His work has had a lasting influence on professional standards, education and industry practice in Australia and across the region.

On behalf of PAQS, we extend our warmest congratulations and heartfelt thanks to Professor Mills for his service, integrity and exemplary leadership as our Immediate Past Chair.
