The Penang government is committed to providing affordable homes through diverse schemes, assured Chief Minister Chow Kon Yeow.

He announced an extension of the โ€˜Home Ownership Campaignโ€™ to a new phase, termed โ€˜Home Ownership Campaign 3.0 Plus,โ€™ from January 2024 to December 2024.

He also highlighted a 10% reduction in the prices of affordable homes under the campaign.

โ€œOn the island, the maximum ceiling price of RM300,000 would be lowered to RM270,000, and on the mainland, the ceiling price of RM250,000 would decrease to RM225,000 for units with a minimum of 850 sq ft,โ€ he said.

Stressing the importance of expos like this for both potential buyers and developers to understand market demands, Chow affirmed the governmentโ€™s role in promoting homeownership.

โ€œThis is an initiative by the state government to help promote homeownership in the community,โ€ Chow said during the Penang Affordable Homes and Property Expo at the Butterworth Arena today.

Meanwhile, Penang Housing and Environment Committee chairman Datuk Seri Sundarajoo Somu urged affordable home applicants to update their details through the Penang Housing Boardโ€™s housing information system.

Sundarajoo introduced a new affordable housing category for B40 families earning between RM3,500 to RM5,000, specifically targeting youths.

During the event, 20 applicants received offer letters as a symbolic gesture out of the 300 successful applicants for various affordable home schemes.

Sundarajoo also highlighted the establishment of the HOPE (Housing Outcome Performance Committee) to facilitate the process of offering affordable housing units.

Malaysia attracted a record amount of approved investments worth RM306.5 billion in the manufacturing, services and primary sectors in 2021, driven by higher foreign direct investment (FDI) and increased projects in the manufacturing and the electrical and electronics (E&E) sectors, according to the Malaysian Investment Development Authority (MIDA) at its annual media conference on Tuesday (March 8).

In a statement, MIDA said that Malaysiaโ€™s FDI of RM208.6 billion accounted for 68.1% of total approved investments, with the remaining 31.9% coming from domestic direct investment (DDI) at RM97.9 billion.

Year-on-year, Malaysiaโ€™s FDI was significantly higher by 224.9% from RM64.2 billion in 2020, however, DDI declined marginally by 5.13% from RM103.2 billion the year before.

โ€œThe Netherlands (RM78 billion), Singapore (RM47.3 billion), the Peopleโ€™s Republic of China (RM31.3 billion), Austria (RM18.9 billion) and Japan (RM9.9 billion) accounted for 88.9% of total FDI approved in the manufacturing, services and primary sectors.

โ€œPulau Pinang (RM83.5 billion) recorded the highest investments approved last year, followed by Kedah (RM68.3 billion), Kuala Lumpur (RM37.7 billion), Selangor (RM28.8 billion) and Sarawak (RM25.7 billion).

โ€œThese five states contributed 79.6% of total approved investments in 2021,โ€ the statement read.

Officiating the event was Senior Minister and International Trade and Industry Minister Datuk Seri Mohamed Azmin Ali, who said the record-breaking approved investments for the manufacturing, services and primary sectors were a 83.1% jump from 2020โ€™s figure.

Azmin added that Malaysiaโ€™s RM97.9 billion DDI in 2021 is a signal that local industry players had grown in terms of capabilities and business capacity to be competitive on the global stage.

โ€œMoving forward, I am delighted to share that MIDA has already secured 352 projects in the pipeline with proposed investments of RM39.2 billion for the manufacturing and services sectors.

โ€œThese projects will create more than 19,000 new job opportunities for the rakyat,โ€ Azmin said.

Manufacturing sector continues to be mainstay with E&E topping approved investments

Meanwhile, the manufacturing sector led total investments approved in 2021 by recording RM195.1 billion, followed by the services sector and the primary sector at RM94.1 billion and RM17.3 billion respectively.

The manufacturing sector reported a leap in approved investments by 113.7% from RM91.3 billion in 2020, while the services and primary sectors saw improvements of 34.4% and 183.6% from RM70 billion and RM6.1 billion respectively.

Notably, the E&E industry contributed the bulk of the FDI as well as total approved investments within the manufacturing sector by recording RM148 billion for 94 approved projects.

Chief among the E&E industryโ€™s RM148 billion in total approved investments included RM42.2 billion from Risen Solar for the design development and manufacturing of solar modules and solar cells, followed by Intel Electronicsโ€™ RM30 billion to produce wafer fabrication and stacked dies in Pulau Pinang, AT&Sโ€™ RM8.5 billion to establish design development and manufacturing of integrated circuit substrates in the Kulim Hi-Tech Park, and Infineon Technologiesโ€™ RM3.25 billion in Melaka.

MIDA, the countryโ€™s investment promotion and development agency, said that Malaysia secured 75 capital-intensive projects valued at RM100 million and above in 2021, which could spur the growth of new advanced manufacturing technologies and produce a highly-skilled workforce.

Meanwhile, the services sectorโ€™s 34.4% improvement in 2021 was driven by sub-sectors such as real estate (RM28.8 billion), global establishments (RM19.7 billion), financial services (RM12 billion), utilities (RM9.6 billion), and information and communications (RM8.2 billion).

The bulk of the primary sectorโ€™s approved investments were led by the mining sub-sectorโ€™s RM17.1 billion or 98.7% amid higher crude oil and natural gas prices, while the plantation and commodities and agriculture sub-sectors brought in RM211.4 million and RM20.5 million respectively.

There will be no increase in electricity charges for residential consumers in the peninsula until Dec 31, 2024, the Energy Commission announced yesterday.

This followed speculation that a new tariff rate would be implemented from Feb 1.

The Energy Commission said domestic users in the peninsula will also receive a rebate of 2 sen per kWj with no surcharge imposed from Feb 1 to June 30.

However a surcharge of 3.7 sen/kWj will be imposed on all non-domestic users, such as commercial and industrial companies.

The Energy Commission said electricity costs had increased by 45% because of higher prices of coal, on which the peninsula is highly dependent.

It said the government had allocated RM715 million from the Electricity Industry Fund to cover the cost of the full rebate and surcharge for all domestic consumers.

A section of the Bukit Kukus paired road project under the Penang Island City Council (MBPP) is expected to be officially open to road users on Jan 13 this year.

Chief Minister Chow Kon Yeow and state Transport and Infrastructure Committee chairman Zairil Khir Johari, together with MBPP mayor Datuk Yew Tung Seang and MBPP secretary A. Rajendran, visited the project site today.

Zairil said MBPP had already completed its portion of the construction works recently.

โ€œWe are happy that finally a section of the project is 100% completed after six years in construction.

โ€œIt has been delayed for a few times due to the landslide incident, the Covid-19 lockdown and some technical issues involving additional works.

โ€œNevertheless, it has been completed now. We hope this iconic project will be able to solve traffic congestion at a rate of up to 30%.

โ€œAt a height of 55m from the pile caps, is the highest elevated highway in the country.

โ€œThus, this project is the state governmentโ€™s legacy for the people of Penang.

โ€œHopefully, it will bring many benefits to the road users, especially residents of Balik Pulau, Paya Terubong and nearby areas,โ€ Zairil told Buletin Mutiara during a site visit today.

The 5.5km paired road project, costing RM545.6 million, consists of three sections. It connects Paya Terubong and Relau.

The state government, through MBPP, is responsible for the construction of a 3.3km stretch that costs RM275.6 million.

Meanwhile, two more developers, PLB Land Sdn Bhd and Geo Valley Sdn Bhd, are responsible for the remaining 1.4km (RM150mil) and 0.8km (RM120mil) stretches respectively.

According to Zairil, the other two portions by the private companies would not be ready this year.

โ€œPLB Landโ€™s section is expected to be completed in 2025.

โ€œMeanwhile, for Geo Valleyโ€™s section, the completion date is unknown due to an ongoing court case but they will do their best to expedite the project,โ€ he added.
