🏢 What is Form 13? Many MC Committee Members Don't Know!

When a JMB transitions into an MC, most people are concerned about:
✅ How much Maintenance Fee has been collected?
✅ How much is left in the Sinking Fund?
✅ How much are the defaulters owing?

But in reality, there is one very important document that many MC Committee Members overlook:

📋 Form 13

Form 13 is the statutory handover document used when the developer officially transfers the management of a strata development to the Management Corporation (MC).

It is not just another form. It represents the moment when:
"You are now responsible for this building."

What Does Form 13 Include?Among the items that should be handed over are:
📁 Building Plans
📁 Approved Drawings
📁 Maintenance Records
📁 Asset Registers
📁 Contracts & Agreements
📁 Warranty Documents

— Many people think: “As long as the building has fire alarms and extinguishers, it is enough.”

But in reality — the real danger is not the lack of equipment, it is:

❌ No understanding of evacuation procedures
❌ Panic during emergencies
❌ Lack of awareness on safety SOPs

In strata and property management, fire safety is not just a formality — it is a shared responsibility between management, residents, tenants, and security personnel.
