位于新山市中心、已搁置超过20年的水上浮城购物广场（Waterfront City Mall），其复兴计划至今依然进展缓慢，困难重重。

柔佛州房屋及地方政府委员会主席拿督莫哈末嘉福尼指出，柔佛州目前有数个烂尾住宅与商业项目正陆续由本地发展商接手并展开重建工作。其中包括：

✅ 武吉仕林王宫前方，由中国发展商绿地集团（Greenland Holdings）
✅ 士姑来八星广场（Skudai Parade）购物中心

不过，对于新山水上浮城购物广场的重启计划，嘉福尼坦言目前依旧“困难重重”。主要因涉及354名个别业主，而且缺乏统一意见，导致协商陷入僵局。
