国家银行 (BNM) 降息对我们的影响

马来西亚国家银行 (Bank Negara Malaysia, BNM) 在2020年5月5日再次宣布调降隔夜政策利率 (OPR) 从原本的 2.50% 调降至 2.00% 这是国行在今年连续第三次调低利率。

继今年1月宣布从 3.00% 降息至 2.75% 后，国行在3月继续宣布从 2.75% 降息至 2.50% 。国行降息有好有坏，对我们又有什么影响呢?

1. 定期存款 (Fixed Deposit)

国家银行的降息将导致定期存款的利息 (Interest Rate) 减少，喜欢把钱放在定期存款的民众将不能再享有高利息。相信接下来定期存款的利息只在 2.00% 左右。这是坏消息。

2. 房贷 (House Loan)

有向银行贷款买房屋或产业的民众就缴付更低的房贷。相信银行很快就会跟着调整房贷利率 (Indicative Effective Lending Rate), 因为各家银行也曾经在国行降息时宣布调降房贷利率。这是好消息。

3. 房地产 (Property)

国家银行降息表示房贷利息也跟着减少，每月的供款也变得少一些。民众原本都很想购买房屋自住或投资，现在可是千载难逢的机会。国内的房地产将欣欣向荣，房屋价格可能还会水涨船高啊。

4. 股市 (Stock Market)

民众不愿把钱继续存在银行，因为银行的存款利息太低了。因此，民众会找寻回酬率较高的投资项目，股市就是其中之一。民众把钱投资在股市将刺激股市上涨。不过，接下来到底是熊市还是牛市？只有天知道了。

5. 进口业 (Import Industries)

降息后，外国人不愿把钱存在马来西亚。他们一般会把马币卖掉，并转换成其他货币，或许导致马币贬值。马币的贬值将造成进口行业的成本增加，国人将可能需要买贵货。这是坏消息。

6. 出口业 (Export Industries)

马币的贬值对出口业者来说是好消息，因为出口的货物在兑换成外币后，将比较便宜。外国将选择马来西亚的原产品、农作品或工业品。这是好消息。

Bumi Quota

The Bumiputera Lot Quota Regulation was introduced as a means to increase bumiputera shares in real estate up to at least 30 per cent, under the New Economic Policy (NEP). This means that, as of 1971, developers must allocate at least 30 per cent of all property units (residential or commercial) to bumiputeras.

According to Malaysian law, State Authorities are given full control over land matters and as such, Bumi Quota regulations fall under the State Government’s jurisdiction. This means that the quota could differ from state to state.

Bumi Lot

Bumi Lots are units of land or property, which can only be purchased and owned by bumiputeras. These lots are not to be confused with Malay Reserved Land.

For genuine homebuyers and long-term investors, this is all well and good as they may not have intend to quickly sell off the lot. However, owners who wish to sell will face several difficulties when they decide to sell these properties. Some of these problems include:

• Lack of demand for their property due to the restricted market (bumiputeras only)

• Slow appreciation of Bumi Lot prices; owners reap only but a small profit from the sale of their property

• Rejection by Land Office for consent to transfer to non-bumiputeras.

"Love and Affection Transfer" Malaysia 2020

Love and Affection Transfer is a transfer of property between immediate family members with an exemption of stamp duty.

In this context- Love And Affection Transfer, family member means between spouses and parents and children.

This is done through the use of a Deed of Assignment or Memorandum of Transfer (MOT), and the consideration indicated in the document is “love and affection” (Pindah Milik Tanah Kasih Sayang).

Stamp duty for some property transfers by way of love and affection is waived. Under the Stamp Duty (Exemption) (No. 10) Order of 2007, there’s no need to pay such tax on property transfers between husband and wife. In comparison, you only need to pay half of the stamp duty for transfers from parents to children and vice versa.
