The Police Retired Officers Forum of Nigeria (PROF) hereby informs all members of the public, the media, stakeholders, and retired police officers nationwide that the National Coordinator of the Forum, CSP Raphael I. Irowainu (Rtd), will address a World Press Conference on the current state of the nationwide peaceful protest code-named:

*"NO RETREAT; NO SURRENDER"*

Recall that the peaceful protest commenced on 13th April 2026 but was suspended for two weeks, from 11th to 25th May 2026, following interventions and assurances received from some senior government officials and Statesmen regarding efforts to address the longstanding grievances of retired police officers.

The press conference will provide an update on developments since the suspension of the protest and, most importantly, draw National attention to the urgent need for His Excellency, President Bola Ahmed Tinubu, GCFR, to graciously grant assent to the Police Total Exit Bill from PENCOM Contributory Pension Scheme which is currently awaiting presidential approval.

It's very important to reiterate that retired police officers have dedicated the most productive years of their lives to safeguarding the nation, maintaining law and order, and protecting citizens. The passage and assent to the Police Exit Bill will represent a significant step toward addressing their welfare concerns, restoring hope, and strengthening confidence among serving and retired personnel of the Nigeria Police Force.

But after the ceremony, reality followed him home.

No house.

No business.

No meaningful investment.

Just a pension struggling against inflation.

This is the painful reality many retired officers face today.

Government praises sacrifice but often neglects welfare.

Police leadership demands loyalty, yet too many officers retire into hardship after giving their best years to the service.

A nation that depends on its police for security should not reward decades of service with poverty.

THE CONTROVERSY AND IMBLOGLIO AMONG THE POLICE RETIREES UNDER THE CONTRIBUTORY PENSION SCHEME ( CP).

The Business merchants benefiting from the genocidal Police CPS are creating various gimmicks to blocking the Signing of the Police Exit from the CPS, to protect their selfish and exploitative interest.

The insinuations about option B is diversional and entirely deceitful.

Who ever is proffering the option B, be it PENCOM, the PFAs, the Police Leaderships Teams - both serving or whatever, are the real enemies of the Nation and our national Security.

There is no justification whatsoever to subjugate the Nigeria Police Force into the Contributory Pension Scheme, in which ever disguise while other agencies performing similar hazardous nature of Services like the Nigeria Military, the DSS, DIA and even those with lesser hazards task and sacrifices for the Core National interest and National Security are exited from the CPS.

Where in Africa or the wild World are the army and Police paid on a different Schemes, either in Service or Retirement Benefits? What Law justifies option B and how can that be actualize under the Whims and Caprices of the Business Entrepreneurs and Business Merchants whose core motives and Stock-in-Trades are their selfish and greedy Profit motives?

They will always interpret and compute their figures to benefit their profits maximization and not on their magnanimity to the NPF Retirees whose sacrifices of lifes and liberties lawfully, ethically and morally entitled them to benefits that beffits their roles of engagement and Oath of Office, in tandem to the Exited agencies.

If option B is the best, let it be also applied to the Nigerian army, the DSS and other exited agencies, not just the Police.

The recent incident where 17 Policemen are killed at the same time and more others injured is evidentially of the commitments and sacrifices of the NPF Personels and their families, for the safety of the Nation.

Early hours of Friday, May 8, 2026, around 1:15 a.m.. at the Nigerian Army Special Forces School at Buni Yadi. 17 Police officers who were undergoing specialized operational/counter-terrorism training at the school were killed while Several other Police Officers suffered bullets wounds while repelling the attack.

Nigerian Army personnel also died while repelling the attack. Some reports from local sources said over 20 soldiers were killed, but the military didn’t release an official figure.

While the family of the Military Officers that died will receive bounteous death Benefits accruing from the Defined Benefits Scheme where the Military are paid, those of the NPF will be given next to nothing, under the Contributory Pension Scheme. Adjudging this treatment as death benefits, each time it occurs and the peanut paid as retirement benefits to the Retired Police Officers are the worst anomalies ever recorded in history. How can this maginalization, descrimination, subjugation and genocidal treatment be justified?

He was a police officer on active service... doing his duty for the safety of others, for the peace of a nation.

In the line of duty, he suffered a life-changing injury… losing both hands while serving a country that still moves on like nothing happened.

No headline can truly carry his pain.
No applause can fully repay his sacrifice.

Every time we feel safe on the streets, remember... there are police officers who paid with their blood, their strength, and in some cases, their entire future.

We celebrate the uniform, but we must also remember the human being inside it.

This is what sacrifice looks like.
Silent. Painful. Real.

Let us not only respect police officers in words, but also in how we treat their welfare, their families, and their service.

Behind every “safe day” is a police officer who gave something he may never get back.

*UPDATE ON THE EXPIRED TWO WEEKS STOOD DOWN OF NATIONAL PEACEFUL PROTEST CODE NAMED "NO RETREAT; NO SURRENDER" ON TUESDAY 26TH MAY, 2026 IN A BID TO PREVAIL ON OUR PRESIDENT BOLA AHMED TINUBU GCFR TO GIVE ASSENT TO THE POLICE EXIT BILL CURRENTLY ON HIS TABLE; 27/05/2026:*

Good morning Distinguished Senior Citizens of the Federal Republic of Nigeria through the Nigeria Police Force.

Once again, I salute your resilience, courage and total commitment to the ongoing AGITATION AND STRUGGLE FOR TOTAL EXIT OF THE NIGERIA POLICE FORCE FROM THE INHUMANE AND SLAVERY CONTRIBUTORY PENSION SCHEME (CPS) DESPITE THE CONCERTED EFFORT BY DG PENCOM, PAST AND PRESENT POLICE IGPs, NPF PENSION CO. LTD AND OTHER TOP GOVT. OFFICIALS THAT ARE BENEFITING FROM IT TO DERAIL AND CIRCUMVENT IT. AND BY THE SPECIAL GRACE OF GOD, OUR SERVICE TO THE NATION IN PAIN AND SUFFERING FOR A SOLID 35 YEARS, SHALL NEVER BE IN VAIN. WE SHALL DEFINITELY REAP THE FRUITS OF OUR LABOUR - AMEN.

It could be recalled that due to the intervention of some prominent Nigerians and some top Govt Officials, the National Peaceful Protest was stood down for two weeks with effect from 11th to 25th May, 2026 in order to give room for further consultation, dialogue and lobbying towards the resolution of the protracted Police Exit Bill debacle that has been on for over a decade.

Consequently, I left Abuja for Ondo/Lagos on 14th May, 2026 to see my family that I have left for over a month and to continue to monitor further development in regards to the Agitation while there. The two weeks expired on Tuesday 26th May, 2026.

On Sunday 24th May, 2026, I left Lagos again via road to Abuja to meet the Deputy National Coordinator, DSP Iliyasu Aliyu Rtd from Nasarawa and his Team, SP Adamu Wakili, Niger State Coordinator and his Team, DSP Bitrus Zakka Garba, Chairman, Bauchi State Council and his Team, DSP Bijim Goyil from Plateau State and his Team, and SP Marafa Manu, the Coordinator, FCT, Abuja and his Team who were already on ground to receive me.

We decided to limit the participation of Police Retirees across the Nation to those resident in Abuja and its environs because we are only coming to review the two weeks Stood down that was about to expire, embark on further consultation with some Stakeholders and to deliberate on the next line of action. In this regards, we met the following Stakeholders:

(1) FURTHER ENGAGEMENT WITH His Excellency, SEN. IBRAHIM GAIDAM, THE HON. MINISTER OF POLICE AFFAIRS ON MONDAY 25TH MAY, 2026: In continuation of our engagement with the Ministry of Police Affairs, we had direct engagement with the Hon. Minister in his Office.

Again, I narrated our deplorable and pathetic conditions and situation to him as a result of the unconstitutional imposition of the inhumane and the slavery Contributory Pension on the Police by the FG and the determination of the DG Pencom, past and present IGPs the Management of Police Pension CO. LTD and other top Govt Officials that are benefiting from the CPS to retain the NPF in the obnoxious Pension Scheme at all cost.

Furthermore, I told him that a situation where retired Police Officers are paid peanuts as lump sum and monthly pension without gratuity as enshrined in the Constitution of Federal Republic of Nigeria (1999 as amended) that have rendered most of the Police Retirees useless to themselves, to their families and to the society will no longer be tolerated.

Finally, I strongly urged to him to use his good Offices to appeal to the President to sign the Police Exit Bill into Law or else the Stood down National Peaceful Protest will be activated in a more vigorous form. In his response, the Hon. Minister told us that, his Ministry has already taken a bold step towards ensuring that our Bill is Assented to by the President. Subsequently, he appealed to us to exercise a little bit of patient by not reactivating the National Peaceful Protest for now to enable him finalize his assignment on the Police Exit Bill with the President. In regard to his request, I told him that I will convey it to the National Executive Council (NEC) for deliberation and its Resolution will be communicated to him accordingly.

(2) ENGAGEMENT WITH ORDINARY PRESIDENT OF BREKETE FAMILY ON MONDAY 25TH MAY, 2026: I led over 80 Police Retirees to the Brekete Family/Human Rights Radio & TV Office located at Plot 1184 Beside Games Village, Kaura District, Abuja to further appeal to him to use his good Offices and Platform to tell the whole world the Plights of Police Retirees and their pitiable conditions and equally to use it to appeal to President Bola Ahmed Tinubu GCFR to give Assent to the Police Exit Bill that is currently on his table without further delay. The Ordinary President has been part of this Agitation for a very long time and therefore he needs little or no introduction.

The Ordinary President later came out of his Studio to address us. In his Speach, he condemned the activities and the action of DG Pencom, the Police Management Teams and the President over the lingering of Police Exit from CPS crisis. He stated further that he is going to lead the Protest this time around whenever it's reactivated and that we will only vacated the Presidential Villa and the street of Abuja when the Police Exit Bill is Assented to by the President. Therefore, he asked us to equiped ourselves with Mats, cooking materials, foodstuff and some personal belongings that will sustained us during the indefinite National Peaceful Protest. Finally, the Ordinary President told us that we should go and come back the following day which was Tuesday 26th May, 2026 for continuation of further deliberation on the Police Exit from CPS and the Preparation for the reactivation of the National Peaceful Protest. On behalf of the Retirees, I thanked the Ordinary President for his humanitarian activities and his intervention in the Agitation and the Struggle to free the Police from the Bo***ge of Contributory Pension Scheme (CPS). Thereafter, we all departed peacefully to our various destinations.

(3) THE ENGAGEMENT OF THE MANAGEMENT OF PENCOM ON THE ACTIVITIES OF CSP MANNIR M. LAWAL (RTD) GROUP AS REGARD THE AGITATION FOR TOTAL EXIT OF THE POLICE FROM THE CONTRIBUTORY PENSION SCHEME (CPS):

While at Brekete Family on 25/05/2026, we received information from some Retirees that CSP Mannir M. Lawal Rtd has illegally constituted 5-Man Facts Finding Committee to negotiate with DG Pencom on the ABSRACT OPTION B on behalf of the Police Retirees under CPS under the Chairmanship of CP Henry Njoku rtd.

As a result of this, we went to the Pencom Office to register our opposition to it because CSP Mannir M. Lawal rtd lack the Power and Authority to unilaterally set up such Committee without the involvement and participation of the National Leadership of the Police Retired Officers Forum of Nigeria (PROF) that is currently leading the National Peaceful Protest code named "NO RETREAT; NO SURRENDER" that started since on Monday 13th April, 2026. On getting there, the CSO told us that the DG Pencom was not in the Office. However, we held meeting with three members of the Pencom Management Team comprising of Hon. Ibrahim Buwai, Hon. Saleh Hashim and one other on behalf of the DG Pencom. I told them in a very clear term that Committee of whatever name purportedly set up by CSP Mannir M. Lawal Rtd Group or any person or group of persons to discuss any issue relating to Police Retirees under CPS without the inclusion or participation of the National Leadership of Police Retired Officers Forum of Nigeria (PROF) or its Representatives is null and void and therefore, it should be disregarded by Pencom Management Team.

In this connection, We have set up 7-Man Monitoring Committee under the Chairmanship of DSP Iliyasu Aliyu, the Deputy National Coordinator of PROF to focus their Eagle eyes on the activities of CSP Mannir M. Lawal Rtd and Pencom and report any development along that line to us for necessary actions.

Finally, we all assembled at Federal Secretariat, Abuja where I briefed our people about our movements and activities for the day. At the of our deliberation, they all re-echoed our usual demand and resolution - TOTAL EXIT FROM THE CONTRIBUTORY PENSION SCHEME (CPS).

We will continue to pursue our legitimate Demands peacefully, diplomatically and legally until our Prayers are granted. Further UPDATE ON OUR ENGAGEMENT WITH ORDINARY PRESIDENT OF BREKETE FAMILY WILL BE RELEASED SOONEST. NO RETREAT; NO SURRENDER.

"THE CASE FOR EXITING THE NIGERIA POLICE FORCE (NPF) FROM THE CONTRIBUTORY PENSION SCHEME (CPS) TO THE DEFINED BENEFITS SCHEME (DBS)"

THE MANDATE FOR EXITING THE NPF FROM THE CPS TO THE DBS: A CALL FOR URGENT ACTION AND AN APPEAL TO PRESIDENT BOLA AHMED TINUBU TO ASSENT TO THE POLICE EXIT FROM THE CPS BILL AND THE POLICE PENSION BOARD BILL.

The ongoing campaign to block the exit of the Nigeria Police Force from the Contributory Pension Scheme is being driven by misinformation and self-interest. Those benefiting from the current system of the Police Contributory Pension Scheme
are using rhetoric and conspiracy theories to undermine the legitimate demands of Police Retirees who have been marginalized and denied dignified retirement benefits as applicable to the Nigerian Military, the Directorate of State Services (DSS)

Nigerians must reject these manipulations. The individuals and organizations pushing this agenda operate from positions of power, presenting themselves as reformers and patriots while, in reality, they profit from the suffering of retired police officers. Their actions weaken the security framework of the nation and reframe Credible Nigerian youths from seeking a successful career in the NPF, due to the poor and maginalized Benefits system, intentionally imposed on the NPF, with the intent of weakening its effective operations of Law enforcement and effective Security Service delivery.

Nigerians should stand in solidarity with Police retirees who deserve Retirement Benefits that reflect their service and sacrifice. The path to justice is clear: Exit the NPF from the CPS and return them to the Defined Benefit Scheme, as has been done for the Military, DSS, NIA, and the National Assembly Service.

Police officers swore an oath to defend Nigeria with their lives and liberty. It is only fair that the nation honors that commitment by guaranteeing them a secure and dignified Retirement Benefits.

No country in the world subjects its Police retirees to a pension Scheme different from that of its Military. Even in Chile and other countries where the CPS model was borrowed, both Police and Military remain under the same DBS, in reciprocation and compensation for the risk and hazardous nature of their Services and sacrifices of their lifes and rights to protect life and Properties of Nigerians.

Since 2014, when the problems of the CPS for the police became evident, what concrete steps have PENCOM, Pension Fund Administrators, past and present Inspectors General of Police, and other stakeholders taken to resolve it? Nothing. Instead, there have been delay and obstruction that undermines the morale and effectiveness of the Police.

There are signs that some influential leaders have designed the system to keep Police personnel impoverished and vulnerable, even after retirement. The goal appears to be to erode Police confidence in enforcing the law impartially and to ensure they remain dependent and controllable rather than independent upholders of the rule of law.

THE REALITY ON THE GROUND.
Police Officers serve alongside the Military and DSS in operations against Boko Haram, ISWAP, Bandits, IPOB, and other armed groups. Thousands have died in combat. Yet, at retirement, Senior officers from Inspectors (Inspr) to Chief Superintendent of Police (CSP) receive monthly pensions of only ₦18,000–₦40,000 and lump sums of ₦1.5–₦3 million. These payments are often projected to stop within 15 years of retirement.

By contrast, officers of equivalent ranks in the military, DSS, and NIA under the DBS receive gratuities of ₦20–30 million and monthly pensions of ₦350,000–₦500,000.

If the Police salary is acknowledged as inadequate, does that not justify stronger compensation at retirement?

Some powerful interests benefit from keeping the Police poor and dependent. A hungry, demoralized police force is easier to manipulate and less likely to enforce the law against the powerful. This undermines constitutional governance and replaces it with the “might is right” syndrome and ideologies.

A CALL FOR ACTION:
I call on all patriotic Nigerians to support the liberation of Police retirees from the CPS to the DBS . Also, I humbly appeal to President Bola Ahmed Tinubu, a listening and caring leader, to assent to the Police Exit Bill and the Police Pension Board Establishment Bill. Signing these bills into law will restore dignity to Police retirees, boost the morale of serving officers, and strengthen national security.

Policing does not end at retirement. Retired officers remain valuable assets to national security. They should not be abandoned but compensated fairly to enable them to continue contributing to a safer Nigeria.

It is disappointing that while other security agencies are created with generous pay and pensions for their leadership, the police—who bear the brunt of internal security—are left in the CPS.

Nigerian Police have performed excellently in international Peacekeeping Missions and are internationally regarded as competent and reliable. That same standard cannot be sustained at home under demoralizing conditions of service and discriminatory pension Policies.

The retirees now suffering under the CPS are the same officers who maintained peace after the Civil War, contained arms proliferation, and secured highways for 24-hour travel. Today, they are left to suffer in poverty and the Miserable living Conditions of these Veterans are serious discouragement and inimical to total commitments to duty.

WHY THIS MATTERS TO ALL NIGERIANS:
The ultimate beneficiaries of a Professional, motivated Police Force are the Nigerian people. A police force that is well-cared for in service and retirement is more prone to be professional, effective, accountable, and rights-compliant.

Nigerians must not ignore the plight of their Police veterans who gave 35 years of their youth to national service. Their welfare is directly tied to national security. Neglect breeds frustration, and frustrated officers—from constables to commissioners—posses Serious risk and impediment to the achievement of effective Security of the country and the effective enforcement and maintenance of Law and order in Nigeria.

The prolonged neglect is visible at the National Assembly and the Presidential Villa, where retirees have camped for months in poor health and harsh conditions, waiting for presidential assent to a bill already passed by both chambers.

The 9th Senate and 10th House of Representatives have done their part. What remains is presidential assent and implementation.

As the saying goes, “To whom much is expected, much should be given.” The Nigeria Police gave their lives to protect the nation. The nation is duty bound now reward them accordingly.l, to elicit more commitment from younger and Serving Personels.This is the surest way to improve security service delivery in Nigeria.

Underfunding and demoralizing the Police will ultimately cost the country far more in insecurity and lost confidence. We cannot train the police to be strong and then abandon them at retirement, this will create room for Serving Policemen to use their Office to improvise for the Post retirement life instead of providing selfless services to their country, since they are witness to the gory Conditions of live and neglect of their predecessors
being abandoned after retirement.

We thank the Senate President, Senator Godswill Akpabio, the Deputy Senate President, and the Senate Committee Chairmen for passing the Police Exit Bill on 2nd December 2025. We also thank patriotic Nigerians who have spoken out in support.

We urge you to stand with us until the bill is assented to by President Bola Ahmed Tinubu. We believe our President, committed to the Renewed Hope agenda, will act to secure Nigeria’s safety and progress.

Why Junior Officers Can’t Rise Anymore*

Imagine this: A young Nigerian finishes university. He’s educated, sharp, and passionate about serving the country. He joins the Nigeria Police Force with hope.

Years ago, that hope was real. After serving as an Inspector, he could apply for *Inspector Cadet* or *ASP Cadet* course. It was the bridge that let a graduate in uniform rise to officer rank based on merit and exams. Many DPOs and senior officers today passed through that same route.

*But that route is now closed.*

Today, if you’re a junior officer with a degree, you’re stuck. No Inspector Cadet. No ASP Cadet. Promotions are delayed for 5-8 years. Files gather dust. While you wait, your classmates in other jobs are climbing the ladder.

And what makes it worse is what officers keep saying: *the Police Academy is now filled with children of senior officers*. When the top is occupied by their sons and daughters, they won’t have to bother changing the system. No need to fix welfare. No need to open promotion channels. The status quo protects them.

So the graduate who left school to serve Nigeria is told: _“Your certificate ends at the rank of Inspector. The top is not for you.”_

That kills morale. That kills loyalty. That tells every constable and Inspector that hard work + education means nothing without “connection”.

Please reopen the *Inspector Cadet and ASP Cadet* courses. Let university graduates in uniform have a fair path to ASP rank through exams, not family name. Make Police Academy admission transparent and merit-based for every Nigerian.

*BREKETE FAMILY ORDINARY PRESIDENT MEETS POLICE RETIREES:
“What Is Good For Army And DSS Must Be Good For Police”*

Today at Brekete Family, the Ordinary President, Dr. Ahmed Isah, sat down with retired police officers who came to cry out about their suffering.

And what they said will break your heart.

*1. “Why Is Police Alone Left in CPS?”*
The Ordinary President said it is unfair and unacceptable that other security agencies like Army, Navy, DSS, and even the top police officers themselves – IGP, DIGs, AIGs – have been exempted from the Contributory Pension Scheme (CPS).

But the ordinary Constable, Inspector, and DSP who spend 35 years on the road are still trapped in CPS, where they get peanuts as pension.

He asked: _If CPS is good, why did you remove yourselves from it? If it is bad, why keep the junior officers inside it?_

*2. Police Are Underpaid and Underfunded*
He spoke about how police barracks across Nigeria are old, leaking, and falling apart. Officers live like IDPs in their own barracks. No water, no light, no maintenance.

Because of this, many officers are forced to fend for themselves – rent houses outside, buy uniform, even buy fuel for patrol vans.

He said: _You want police to protect you, but you don’t want to protect the police._

*3. “If I Were A Serving Officer, I Will Frustrate Them”*
The Ordinary President said if he was still in service and saw those responsible for this suffering passing by in their big cars, he would delay them.

He gave an example: If he was on duty and got a signal that there was insecurity ahead, he would stop their movement, check them properly, and make them feel the delay and fear that ordinary Nigerians feel daily.

Not to fight them, but to remind them: _Police welfare is your security. When you frustrate police, you frustrate yourself._

*4. The Retirees Poured Out Their Pain*
Many retirees spoke and cried. They said both past and present Inspectors General of Police have frustrated their efforts to exit CPS.

They said IGPs, DIGs, and AIGs are exempted, and together with the DG of PENCOM, they connived to stop the President from signing the bill that would have removed police from CPS.

*5. His Promise To Them*
The Ordinary President shared in their pain. He told them not to lose hope and asked them to come back tomorrow.

He promised that measures will be taken to push for their exit from CPS and to improve their insurance and welfare packages.

This is not about politics. It is about justice.

If you can exempt yourself from suffering, why keep your colleague inside it?
If you can live in Maitama, why leave your officer in a barrack with no roof?

Nigeria will not get better policing until we start treating police like humans.
