*UPDATE ON THE EXPIRED TWO WEEKS STOOD DOWN OF NATIONAL PEACEFUL PROTEST CODE NAMED "NO RETREAT; NO SURRENDER" ON TUESDAY 26TH MAY, 2026 IN A BID TO PREVAIL ON OUR PRESIDENT BOLA AHMED TINUBU GCFR TO GIVE ASSENT TO THE POLICE EXIT BILL CURRENTLY ON HIS TABLE; 27/05/2026:*
Good morning Distinguished Senior Citizens of the Federal Republic of Nigeria through the Nigeria Police Force.
Once again, I salute your resilience, courage and total commitment to the ongoing AGITATION AND STRUGGLE FOR TOTAL EXIT OF THE NIGERIA POLICE FORCE FROM THE INHUMANE AND SLAVERY CONTRIBUTORY PENSION SCHEME (CPS) DESPITE THE CONCERTED EFFORT BY DG PENCOM, PAST AND PRESENT POLICE IGPs, NPF PENSION CO. LTD AND OTHER TOP GOVT. OFFICIALS THAT ARE BENEFITING FROM IT TO DERAIL AND CIRCUMVENT IT. AND BY THE SPECIAL GRACE OF GOD, OUR SERVICE TO THE NATION IN PAIN AND SUFFERING FOR A SOLID 35 YEARS, SHALL NEVER BE IN VAIN. WE SHALL DEFINITELY REAP THE FRUITS OF OUR LABOUR - AMEN.
It could be recalled that due to the intervention of some prominent Nigerians and some top Govt Officials, the National Peaceful Protest was stood down for two weeks with effect from 11th to 25th May, 2026 in order to give room for further consultation, dialogue and lobbying towards the resolution of the protracted Police Exit Bill debacle that has been on for over a decade.
Consequently, I left Abuja for Ondo/Lagos on 14th May, 2026 to see my family that I have left for over a month and to continue to monitor further development in regards to the Agitation while there. The two weeks expired on Tuesday 26th May, 2026.
On Sunday 24th May, 2026, I left Lagos again via road to Abuja to meet the Deputy National Coordinator, DSP Iliyasu Aliyu Rtd from Nasarawa and his Team, SP Adamu Wakili, Niger State Coordinator and his Team, DSP Bitrus Zakka Garba, Chairman, Bauchi State Council and his Team, DSP Bijim Goyil from Plateau State and his Team, and SP Marafa Manu, the Coordinator, FCT, Abuja and his Team who were already on ground to receive me.
We decided to limit the participation of Police Retirees across the Nation to those resident in Abuja and its environs because we are only coming to review the two weeks Stood down that was about to expire, embark on further consultation with some Stakeholders and to deliberate on the next line of action. In this regards, we met the following Stakeholders:
(1) FURTHER ENGAGEMENT WITH His Excellency, SEN. IBRAHIM GAIDAM, THE HON. MINISTER OF POLICE AFFAIRS ON MONDAY 25TH MAY, 2026: In continuation of our engagement with the Ministry of Police Affairs, we had direct engagement with the Hon. Minister in his Office.
Again, I narrated our deplorable and pathetic conditions and situation to him as a result of the unconstitutional imposition of the inhumane and the slavery Contributory Pension on the Police by the FG and the determination of the DG Pencom, past and present IGPs the Management of Police Pension CO. LTD and other top Govt Officials that are benefiting from the CPS to retain the NPF in the obnoxious Pension Scheme at all cost.
Furthermore, I told him that a situation where retired Police Officers are paid peanuts as lump sum and monthly pension without gratuity as enshrined in the Constitution of Federal Republic of Nigeria (1999 as amended) that have rendered most of the Police Retirees useless to themselves, to their families and to the society will no longer be tolerated.
Finally, I strongly urged to him to use his good Offices to appeal to the President to sign the Police Exit Bill into Law or else the Stood down National Peaceful Protest will be activated in a more vigorous form. In his response, the Hon. Minister told us that, his Ministry has already taken a bold step towards ensuring that our Bill is Assented to by the President. Subsequently, he appealed to us to exercise a little bit of patient by not reactivating the National Peaceful Protest for now to enable him finalize his assignment on the Police Exit Bill with the President. In regard to his request, I told him that I will convey it to the National Executive Council (NEC) for deliberation and its Resolution will be communicated to him accordingly.
(2) ENGAGEMENT WITH ORDINARY PRESIDENT OF BREKETE FAMILY ON MONDAY 25TH MAY, 2026: I led over 80 Police Retirees to the Brekete Family/Human Rights Radio & TV Office located at Plot 1184 Beside Games Village, Kaura District, Abuja to further appeal to him to use his good Offices and Platform to tell the whole world the Plights of Police Retirees and their pitiable conditions and equally to use it to appeal to President Bola Ahmed Tinubu GCFR to give Assent to the Police Exit Bill that is currently on his table without further delay. The Ordinary President has been part of this Agitation for a very long time and therefore he needs little or no introduction.
The Ordinary President later came out of his Studio to address us. In his Speach, he condemned the activities and the action of DG Pencom, the Police Management Teams and the President over the lingering of Police Exit from CPS crisis. He stated further that he is going to lead the Protest this time around whenever it's reactivated and that we will only vacated the Presidential Villa and the street of Abuja when the Police Exit Bill is Assented to by the President. Therefore, he asked us to equiped ourselves with Mats, cooking materials, foodstuff and some personal belongings that will sustained us during the indefinite National Peaceful Protest. Finally, the Ordinary President told us that we should go and come back the following day which was Tuesday 26th May, 2026 for continuation of further deliberation on the Police Exit from CPS and the Preparation for the reactivation of the National Peaceful Protest. On behalf of the Retirees, I thanked the Ordinary President for his humanitarian activities and his intervention in the Agitation and the Struggle to free the Police from the Bo***ge of Contributory Pension Scheme (CPS). Thereafter, we all departed peacefully to our various destinations.
(3) THE ENGAGEMENT OF THE MANAGEMENT OF PENCOM ON THE ACTIVITIES OF CSP MANNIR M. LAWAL (RTD) GROUP AS REGARD THE AGITATION FOR TOTAL EXIT OF THE POLICE FROM THE CONTRIBUTORY PENSION SCHEME (CPS):
While at Brekete Family on 25/05/2026, we received information from some Retirees that CSP Mannir M. Lawal Rtd has illegally constituted 5-Man Facts Finding Committee to negotiate with DG Pencom on the ABSRACT OPTION B on behalf of the Police Retirees under CPS under the Chairmanship of CP Henry Njoku rtd.
As a result of this, we went to the Pencom Office to register our opposition to it because CSP Mannir M. Lawal rtd lack the Power and Authority to unilaterally set up such Committee without the involvement and participation of the National Leadership of the Police Retired Officers Forum of Nigeria (PROF) that is currently leading the National Peaceful Protest code named "NO RETREAT; NO SURRENDER" that started since on Monday 13th April, 2026. On getting there, the CSO told us that the DG Pencom was not in the Office. However, we held meeting with three members of the Pencom Management Team comprising of Hon. Ibrahim Buwai, Hon. Saleh Hashim and one other on behalf of the DG Pencom. I told them in a very clear term that Committee of whatever name purportedly set up by CSP Mannir M. Lawal Rtd Group or any person or group of persons to discuss any issue relating to Police Retirees under CPS without the inclusion or participation of the National Leadership of Police Retired Officers Forum of Nigeria (PROF) or its Representatives is null and void and therefore, it should be disregarded by Pencom Management Team.
In this connection, We have set up 7-Man Monitoring Committee under the Chairmanship of DSP Iliyasu Aliyu, the Deputy National Coordinator of PROF to focus their Eagle eyes on the activities of CSP Mannir M. Lawal Rtd and Pencom and report any development along that line to us for necessary actions.
Finally, we all assembled at Federal Secretariat, Abuja where I briefed our people about our movements and activities for the day. At the of our deliberation, they all re-echoed our usual demand and resolution - TOTAL EXIT FROM THE CONTRIBUTORY PENSION SCHEME (CPS).
We will continue to pursue our legitimate Demands peacefully, diplomatically and legally until our Prayers are granted. Further UPDATE ON OUR ENGAGEMENT WITH ORDINARY PRESIDENT OF BREKETE FAMILY WILL BE RELEASED SOONEST. NO RETREAT; NO SURRENDER.
