- What is an R of O? (The Permission)

The Right of Occupancy is a legal concept or “offer” from the government granting you permission to use and occupy a piece of land.
* The Catch: It’s often an “offer letter” or a temporary legal right.
* Authority: Can be Statutory (issued by the State Governor for urban land) or Customary (issued by Local Governments for rural land).
* Limitation: It is a “weaker” title. In some states, if the government revokes an R of O, they might not be legally required to pay compensation.

-🏆 What is a C of O? (The Gold Standard)

The Certificate of Occupancy is the official document issued by the Governor that serves as conclusive proof of your right to that land.
* The Catch: It is the highest and most secure form of land title in Nigeria.
* Duration: Typically granted for a 99-year leasehold.
* Benefits: Essential for securing bank loans (collateral), has higher market value, and guarantees government compensation if the land is ever revoked for public use.

Pro Tip: In places like Abuja, an R of O is common for new allocations, but smart investors always “upgrade” it to a C of O to solidify their ownership and increase property value.
