A C of O is important, but it should never be where your property verification ends.

When buying property in Abuja, there are other records and obligations connected to a title that need to be checked before money changes hands.

This is one reason I take due diligence seriously when helping my clients buy property. I would rather delay a transaction to get the necessary checks done than tell a client to pay first and ask questions later.
