The Lagos State Tenancy and Recovery of Premises Bill 2025 is changing the rental game.
The goal is simple.
Restore balance between landlords and tenants.

Here are the key reforms you should know.

1️⃣. Rent Advance Limits

The era of excessive rent demands is ending.

• New tenants. Maximum of 1 year upfront
• Sitting tenants on monthly rent. Maximum of 3 months upfront
• Sitting tenants on yearly rent. Maximum of 1 year upfront

Penalty is serious.
₦1 million fine or 3 months in jail.

This applies to landlords and agents.
It also applies to tenants who offer more

2️⃣. Agency Fees and Regulation

Agents are now under tighter control.

• All agents must register with LASRERA
• Agency commission is capped at 5 percent
• Agents must remit rent to landlords within 7 working days

This reduces abuse.
It also increases accountability

3️⃣. Eviction and “Self-Help” Is Now a Crime

No more forceful eviction tactics.

• Removing roofs is illegal
• Cutting water or electricity is illegal
• Blocking access to the property is illegal

All are now criminal offences.

If a tenant defaults for a prescribed period.
The landlord can issue a 7-day notice to recover possession.
This replaces the long Notice to Quit process.

4️⃣. Rent Increase Control

Tenants now have legal protection.

• Tenants can challenge rent increases in court
• Courts can declare a rent hike unreasonable
• Landlords cannot evict while the case is ongoing

This stops intimidation.
It promotes fairness.

5️⃣. Transparency and Charges

More clarity. Less exploitation.

• Service charges must be accounted for every 6 months
• Security deposits must be refunded unless damage is verified
• Every rent payment must have a proper receipt

Receipts must show date.
Names of parties.
Property details.
And the rent period covered.

6️⃣. Faster Legal Process

Justice will move faster.

• Hearings must start within 14 days
• Courts can sit virtually
• Courts can sit on weekends and public holidays

📍CONCLUSION: This reduces delays.
It clears backlog.

This bill protects tenants.
It also gives landlords a clearer legal path.
But enforcement will determine everything.
