I bought this property last year and demolished the building to have my own new structure on it

I moved in last month and visited the electricity company 0ffice to Register and request for a new prepaid meter.

Atanda, i was surprised to hear that the building on the land before was owing Light bill of 700 thousand.

Atanda, they are telling me that i must pay at least half of the money before they will give me prepaid metre then each time i recharge on the prepaid meter, part of the money will be deducted from each of my recharge until i pay completely before such deduction will stop

Atanda, they want me to pay for what i did not use and the person i bought the property from has travelled out of the country and i don't have his cntact again

Atanda, is there any way the law can protect me on this one from paying for what i did not use? And the person i bought the property from has travelled out of the country finally and unreachable
