BREAKING NEWS: Anambra State Governor Charles Soludo has banned youth organisations from collecting levies from property developers.

Commissioner for information Paul Nwosu said in a statement that the ban stops youths from levying people carrying out construction work or improving on existing structures in any project site with appropriate titles in the state.

According to Nwosu, the decision was reached at the state executive council meeting on Thursday.

Nwosu stated that the act is illegal and runs foul of the Prohibition of Fraudulent Practices on Land and Property Law of 2012 “which prohibits illegal collection of fees on lands.’’

“Any person who demands or collects any fee not approved by law from any person who is developing or improving on an already existing property in the state shall be guilty of an offence and liable to imprisonment for five years or to a fine of N500,000 or both,’’ he said.

The Anambra State Government has intensified efforts to reclaim public land, restore the state’s original master plan and enforce physical planning regulations.

This is evident in the commencement of the third phase of the operation to restore the masterplan, as the state reaffirms its commitment to eliminating shanties and unauthorised structures across the state.

The operation tagged, ‘Show your building permit’, is being carried out by the state ministry of Physical Planning and Urban Development, targeting major commercial hubs and communities across the state.

The government said such is aimed at restoring order, enhancing environmental sustainability, and promoting planned urban growth.

Leading the exercise which began at Ogbunike in the Oyi Local Government Area of the state during the weekend, the Commissioner for Physical Planning and Urban Development, Chijioke Ojukwu, said the enforcement drive reflects the state governor, Prof. Chukwuma Soludo’s commitment to building orderly, liveable and economically vibrant cities through strict compliance with approved development standards.

second phase of the enforcement exercise had already been carried out in Nnewi, where Ojukwu emphasised that the ongoing exercise was part of the government’s broader urban regeneration agenda.

Some properties were marked for demolition with the issuance of demolition notices by officials of the ministry, who gave affected owners a 14-day deadline to remove the structures violating physical planning regulations, including the required nine-metre setback from road corridors.

At the Plywood Market in Ogbunike, the commissioner supervised actions to reclaim government land allegedly encroached upon by developers, warning that public property would no longer be converted for private use in violation of extant laws.

He disclosed that “Operation show your physical planning permit, seeks to enforce compliance with approved planning regulations and reclaim encroached public spaces.

”These illegal developments have contributed significantly to flooding, traffic congestion, insecurity, and environmental degradation in major urban centres across the state”.

The enforcement team also visited the Building Materials Market, Ogidi, where an illegal structure under construction had already collapsed on a major drainage channel.

Ojukwu halted further work on the site, stressing that developments on drainage alignments posed serious environmental and public safety risks.

THE "GENUINE" LAND TRAP: Why a Family Receipt is never enough!

​Let’s look at a scenario where you did everything right. You wanted to buy family land, so you didn't deal with any rogue members.

You met the actual Family Head and the principal members. The sale was 100% genuine, everybody agreed, you paid, and they issued you a signed, stamped Family Receipt.

​You feel safe, right? You think, "Since the real Family Head signed it, my land is secure."

​Think again. In Nigerian law, even if the sale was completely genuine, relying on that family receipt as your only proof of ownership

is a ticking time bomb. Here is why:

1. ​A Receipt is NOT a Title Document: A receipt only proves that money changed hands. It does not transfer the legal ownership of the land to you. Under the Land Use Act, a receipt cannot give you a legal title. (Any document prepeared in respect to land by a non lawyer is viewed as a receipt)

2. ​The "Next Generation" Danger: The Family Head and principal members who sold the land to you today will not live forever.

If they pass away, the next generation of family members or a new Family Head can take over. If they see an "empty" plot and you only have a piece of receipt from 10 years ago, they can challenge your ownership, sell it to someone else, or drag you to court.

3. ​The Race to the Registry: In Nigeria, land ownership often comes down to "who registered first." If the family accidentally or fraudulently sells that same plot to a third party later, and that person quickly prepares a Deed of Assignment and registers it at the Lands Registry, the law may favor them over your genuine family receipt!

What You Must Do Immediately After Buying:

1. ​Move Past the Receipt: The receipt is just step one. You must immediately demand a
2. Deed of Assignment prepared by a lawyer.
3. ​Get Everyone to Sign the Deed: Ensure that same Family Head and those principal members execute (sign) the Deed of Assignment.

4. ​Governors Consent & Registration: Take that Deed, get Governor's Consent, and register it at the Lands Registry. That is what permanently locks the land in your name.

​A genuine family receipt protects your money, but only a registered Deed of Assignment protects your land. Don't stop halfway because the family seems nice and genuine today.

Anambra 8th Assembly Enacts 45 Laws In Three Years, Set To Establish Rent Control Law

The Speaker of the Anambra State House of Assembly, Right Honourable Somtochukwu Udeze, says the 8th Assembly has achieved a lot in the last three years through what he described as efforts to bring positive change in governance and improve the welfare of Ndi Anambra.

He made this known during a press briefing to mark the third anniversary of the 8th Assembly, noting that the House has passed about 45 bills so far, out of which 42 have been signed into law by Governor Chukwuma Soludo.

He explained that the laws include both private members' bills and 22 executive bills, alongside over 90 motions and more than 100 petitions, with about 16 of the petitions already resolved.

The Speaker said some of the major laws passed include the Local Government Administration Law and the Homeland Security Law, noting that the Local Government Administration Law was aimed at strengthening local government autonomy and improving how funds are managed through a consolidated account system.

On the Homeland Security Law, he said it was introduced to help address security challenges in the state and added that the law went through proper legislative scrutiny before it was eventually passed.

Right Honourable Udeze also credited the achievements of the Assembly to the good working relationship between the legislature and the executive arm of government under the "One State, One Agenda" policy.

He, however, stressed that the Assembly still maintains its independence while performing its duties of lawmaking, oversight, and representation.

He further disclosed that the Assembly is currently working on regulating house rents and agency fees across the state through a proposed Rent Control Law, which is not just about fixing rents but also addressing the activities of property agents and other challenges within the housing sector.

Speaking on plans to modernize the Assembly, the Speaker said efforts are ongoing to digitize its operations, including setting up a digital library, introducing more technology-based tools, and building an additional administrative block.

He also called for better welfare for staff and continuous training for lawmakers, especially new members, to help them perform their duties effectively.

The Speaker expressed confidence that the Assembly will continue to strengthen democracy and encourage greater public participation in lawmaking in Anambra State.
