Legal Backing for Estate Surveyors & Valuers in Nigeria

Governing Law:
_Estate Surveyors and Valuers (Registration, etc.) Act_
Formerly Decree No. 24 of 1975 → Now Cap E13, LFN 2007

Key Provisions You Should Know
1. Statutory Monopoly
S.16(1), Act 1975 "Any person, not being a registered estate surveyor and valuer, who... for or in expectation of reward, practices or holds himself out to practise as such... shall be guilty of an offence."
Meaning: Only ESVARBON-registered ESVs can practice valuation for reward.

2. Scope of Practice
ESVARBON Gazette 2014 Covers "determining the value of all description of property assets (Corporate and incorporated, movable and unmovable, real and personal)".
Meaning: Land, buildings, chattels, plant & machinery, equipment, motor vehicles — all of it.

3. Prohibition on Others
S.2, 2014 Regulations "Only a registered Estate Surveyor and Valuer shall value and determine the value of property, chattel, plant and machinery, equipment and any other fixed asset and motor vehicle in Nigeria."
Meaning: Engineers, accountants, lawyers, QS, etc. cannot value unless they’re also registered ESVs.

4. Penalty Violation is a criminal offence under Nigerian law.
5. Valid Report Requirement A legally valid valuation must bear the official ESVARBON Stamp & Seal of a registered member. No stamp = no validity.

Bottom line: In Nigeria, if it needs a value and a reward is involved, it’s an ESV job. Period.

This is why we say Proudly a Valuer 👍🏽 — we don’t just know value, the law says _only WE can declare it.
