Roman’s Estate Tax Amnesty Extension Bill Gains Committee Approval

The House Committee on Ways and Means has approved House Bill 609, a measure filed by Bataan 1st District Rep. Tony Roman III seeking to extend the government’s Estate Tax Amnesty program for an additional three years. The proposal aims to assist families who have long been unable to transfer inherited properties due to accumulated taxes, penalties, and the complex processing of estate documents.

Rep. Roman explained that many heirs remain unable to fully utilize or legally transfer ownership of land or houses left by parents or grandparents because of ballooning tax liabilities. By extending the amnesty period, the bill intends to give families more time to settle obligations, reduce penalties, and facilitate a smoother and more affordable transfer of assets.

Under the proposed measure, the processing of estate-related documents will be made faster and less burdensome, easing the financial and administrative strain on beneficiaries.

Congressman Roman said the bill’s goal is straightforward: to reduce stress and ensure more families can finally benefit from the properties rightfully due to them.

The Supreme Court (SC) reiterated that premarital sexual relations leading to pregnancy are not immoral and do not justify suspending an employee.

The SC ruled that Bohol Wisdom School (BWS), a Christian school, illegally suspended a grade school teacher for becoming pregnant outside marriage.

It held that sexual relations between two unmarried, consenting adults are not immoral. No law prohibits this, nor does it go against any fundamental state policy found in the Constitution.

The SC clarified that under the law, the standard of morality applicable to all is public and secular, not religious.

Public and secular morality refers to conduct that is prohibited due to its harmful effects on human society rather than being based on religious beliefs.

The SC held that if the government were to otherwise base public policies and morals on religious beliefs, this would require everyone to conform to a religious program or agenda.

As the teacher’s pregnancy cannot be considered immoral, it was not a valid ground for her suspension.

The SC ordered BWS to pay the teacher backwages and benefits due her during the period she was suspended.

When selling your motor vehicle, ensure that the buyer immediately transfers the ownership of the vehicle under his name. Otherwise, under the “registered-owner rule,” if the vehicle fits into an accident involving third persons or other vehicles, you are still directly and primarily liable for damages.

To illustrate: Jose sells his car to Pedro, but the transfer of registration of the vehicle was not completed immediately after the sale. If Pedro gets into an accident while driving the car and causes injury to another, Jose, who remains the registered owner of the vehicle, is legally liable for damages. However, Jose may seek reimbursement from Pedro for damages arising from the negligence of the latter.

The Anti-Wiretapping Law or Republic Act 4200 has been around for decades, but given the vast improvements in technology, it can be said that the means by which wiretapping can be accomplished would have now expanded tenfold.

Contrary to what some people think, wiretapping does not always involve a telephone. It can be an actual face to face conversation wherein one party, without the consent of the other, records said conversation through the use of any recording device without the consent of all the participants to the conversation.

However, any peace officer authorized by a written order of the Court can execute any acts that would otherwise be considered wiretapping for cases that involve the crimes of treason, espionage, provoking war and disloyalty in case of war, piracy, mutiny in the high seas, rebellion, conspiracy and proposal to commit rebellion, inciting to rebellion, sedition, conspiracy to commit sedition, inciting to sedition, kidnapping as defined by the Revised Penal Code, and violations of Commonwealth Act No. 616, punishing espionage and other offenses against national security.
