City Treasurer Alex Cabarrubias said the city government is religiously remitting the shares of the Dept. of Public Works and Highways (DPWH) from building fees including the administrative fine for violations of the building permit requirement.

Cabarrubias said the remittances are done daily and deposited directly to the DPWH's bank account.

"These are properly documented complete with payment slips and remittance advice from the bank," Cabarrubias said.

He said the daily remittances are also recorded in their office's Monthly Report of Collections and Deposits.

"Anyone saying that we are not giving DPWH's share in building permit fees is not telling the truth. We have records and documents to prove otherwise," he said.

The City Buildings and Architecture Office (CBAO) collects the building fees and transmits the same to the City Treasury Office (CTO) including the amount collected from administrative fines imposed on constructions or structures violating the building permit requirement.

The amount collected is broken down in accordance with the provisions of Presidential Decree No. 1096 or the National Building Code: 80 percent to the city government; 15 percent to the City Buildings and Architecture Office; and five percent to the DPWH.

CBAO had been remitting the collections daily to the CTO and these are also amply documented through their Daily Collection Reports and Daily Statements of Collection and Accountable Forms. - Aileen P. Refuerzo
