When a court orders the sheriff to turn over land to the rightful owner, the Geodetic Engineer plays a vital technical role — the sheriff cannot properly identify and deliver the property without accurate survey guidance.

📌 Key Roles of the Geodetic Engineer

✅ Locate & Re-establish Boundaries – Relocate the exact lot corners and monuments on the ground matching the title, survey plan, and court decision.
✅ Mark the Limits – Clearly stakes or marks the area to be turned over so the sheriff, parties, and witnesses see exactly what is being delivered .
✅ Confirm Technical Accuracy – Certifies that the area, boundaries, and technical description match the court judgment and official records.
✅ Issue Official Report/Plan – Prepares a sworn Survey Report or Certificate of Relocation that becomes part of the Sheriff’s Return of Writ filed with the court.
✅ Witness & Validate – Serves as the technical expert present during the turnover to attest that possession is given for the correct property .

⚖️ Why This Matters

❓ What is a Townsite Sales Application (TSA)?
It is the official legal process under Commonwealth Act No. 141 (Public Land Act) and DENR rules for acquiring title to alienable and disposable public lands located within the Baguio Townsite Reservation. It is the primary mode of land disposition in Baguio City for residential or commercial lots that are not yet titled, not reserved for public use, and not needed for government projects.

✅ Key Features

- Exclusive to Baguio Townsite Reservation

- Requires Preliminary Survey, DENR Survey Authority, and Final Survey by a licensed Geodetic Engineer.
​
- Lot area generally between 200 sq.m. to 1,000 sq.m.
​
- Approval means the lot is eligible for sale and issuance of a Land Patent upon full payment and compliance

⚠️ Important: An approved application does not automatically grant ownership — you must complete the bidding process, pay the appraised value, and secure the Land Patent before you get the official title.
