* Approved Plans: The subdivision or condominium plans have passed strict engineering, environmental, and structural standards set by relevant government agencies.
* Financial Capability and Performance Bond: The developer posts a performance bond with the government. This financial guarantee ensures that even if issues arise, funds exist to complete basic infrastructure like roads, water systems, and power lines.
