The 1987 Philippine Constitution identifies the different classes of lands of the public domain, including:

Among these, agricultural lands are the class that may be declared alienable and disposable (A&D) and subsequently made available for private ownership, subject to the requirements of Philippine law.

A tax declaration can be evidence of a claim or possession, but it is not, by itself, equivalent to a Torrens title.
That is why buyers need to look beyond the documents presented by the seller.
