This updated valuation, expected to take effect in 2027, will serve as the basis for computing real property taxes starting 2028.

The initiative aims to create a more uniform and transparent system in determining the value of land, buildings, and other improvements across Cebu.

According to the Provincial Assessor’s Office, the revised figures are backed by extensive studies to ensure that property values remain fair and reflective of current market conditions.

Under the proposal, property values will vary depending on location and classification, with highly urbanized and rapidly developing areas expected to command higher rates.

Meanwhile, more rural municipalities may see significantly lower base values compared to growth areas near Metro Cebu.

The move is seen as a step toward improving transparency in property assessment, which directly impacts taxation and investment decisions.

Paano Kung Mamatay ang Buyer in the Middle of a Home Loan?

Ito yung tanong na bihirang pag-usapan pero sobrang importante—lalo na sa mga may ongoing Pag-IBIG or bank housing loan.

Maraming akala ng tao: “Pag namatay ang borrower, bayad na agad ang bahay.”

Pero hindi po ganun ka-simple.

Let’s break it down clearly and realistically.

1️⃣ First question: Insured ba ang loan? (MRI/SRI)

Kapag kumuha ka ng housing loan, automatic ka usually covered ng:
• MRI (Mortgage Redemption Insurance) – kapag namatay ang borrower, binabayaran ng insurance ang remaining loan balance.
• SRI (Sales Redemption Insurance) – similar concept for in-house financing or developer-side.

Pero… hindi lahat ng kaso covered.

2️⃣ What happens right after the borrower dies?

The family must immediately inform:
• Pag-IBIG / bank
• Developer
• Insurance provider

Kailangan nila i-submit:
• Death certificate
• Claim forms
• Valid IDs
• Loan details
• Any additional documents required by the insurer

Ito ang magsisimula ng insurance claim process.

3️⃣ If the claim is APPROVED

Ito ang pinaka-gustong marinig ng lahat:

⭐ The remaining loan is fully paid by the insurance.

Meaning:
• Wala nang babayarang balance ang family
• Matratransfer ang property sa legal heirs

Ipatuloy ang monthly amortization
Kung kaya nilang ituloy, safe ang property.

Option B:

Hindi kaya ituloy → Foreclosure happens
Yes, kahit patay na ang borrower, pwedeng ma-foreclose ang bahay kung walang magpapatuloy magbayad.

Ito ang harsh truth na hindi sinasabi sa karamihan ng buyers.

5️⃣ What if multiple borrowers? (Co-borrowers or spouse)

Kung may co-borrower:
• Kung ang primary borrower ang namatay → MRI usually covers the remaining loan
• Kung co-borrower ang namatay → depende kung may shared MRI coverage

Hindi automatic — case-to-case basis.

6️⃣ What happens to the title?

Kung approved ang MRI claim at fully paid na ang loan:
• The property will be transferred to the legal heirs
• Kailangan nila mag-settle ng estate documents
• Processing continues until ma-release ang title (once fully paid)

7️⃣ The Truth Nobody Says:

Hindi automatic FREE ang house.
Insurance must review, verify, and approve the claim.
Kung may red flag or violation sa policy, hindi nila babayaran ang buong loan.

Kaya crucial ang:
✔ honest health declaration
✔ on-time payments
✔ complete documents
✔ early communication with lender
