The City Government of Davao has officially launched the Civil Service Commission (CSC) Eligibility Review Program, a first-of-its-kind initiative offering free review classes to both Plantilla and Non-Plantilla personnel and is aimed at strengthening the professional capacity of the city’s workforce and creating greater opportunities for career advancement.

The CSC Eligibility Review Program is a pioneering program of the City Government of Davao through the Davao City Human Resource Management Office (HRMO), in partnership with the City College of Davao (CDD) and the Davao City Hall Employees Association (DACHEA).

Mindamora C. Bacaling, Human Resource Management Officer III of HRMO, explained that the review classes are free and open to all city government employees to equip them with the knowledge and confidence to pass the CSC Examination.

“For the first time, the city government of Davao is opening this opportunity para matabangan atong mga empleyado to prepare for and successfully pass the civil service examination. Indeed, this is history in the making (For the first time, the city government of Davao is opening this opportunity to help our employees to prepare for and successfully pass the civil service examination. To accommodate the diverse needs of the workforce, the program will provide both onsite and online classes, enabling employees to attend in person or participate through online platforms. This hybrid format ensures that those with family obligations on weekends can still engage in the sessions without disrupting office operations.

The review sessions will run for eight consecutive Saturdays, beginning June 6 until July 25, 2026, at the Sangguniang Panlungsod Training Hall.

Atty. Francis Mark Layog, City Administrator emphasized that the program is for all city government employees who dreams of security of tenure and greater opportunities in employment, noting that it will foster meritocracy and advance service excellence for Dabawenyos.

“We hope this program will foster meritocracy and encourage skill development in our employees. We believe that with the high proficiency in our workforce, we cannot only boost morale and efficiency but better serve Dabawenyos,” he added. CIO

❗️⚖️You Bought a Land… But There’s No Right of Way. What Do You Do?❗️⚖️

You already paid for the property.
The title is in your name.

But there’s one problem you can’t legally enter it.

This situation is more common than people think.

First: Do You Automatically Have a Right of Way?

Not automatically.

Under Philippine law (Civil Code provisions on easements), if your property has no access to a public road, you may ask for a legal right of way but only if certain conditions are met.

You must show that:

1. Your property is completely surrounded by other properties
2.There is no adequate access to a public road
3.You did not cause the isolation yourself
4.You are willing to pay proper compensation

Yes you must pay. It is not free.

What If the Neighbor Refuses? The law encourages negotiation first.

But if your neighbor refuses without valid reason, you may file a case in court to establish a compulsory right of way.

The court will decide Where the passage will be located, How wide it should be and How much compensation must be paid

❗️❗️Important Reality Check

Not all “landlocked” properties qualify IF

1. There is an existing access but you just find it inconvenient

2.The seller subdivided the land without reserving an access road

3.The problem was created by the previous owner’s actions

The court may deny the request. Every case depends on facts.

Why This Happens

Many buyers skip proper due diligence:
1. No actual site inspection
2. No verification of access road
3. No review of subdivision plan
4. No checking of annotated easements

A title alone does not guarantee access.

Practical KVP Advice: Before filing a case

1. Try to negotiate
2. Secure a survey plan
3. Document communications
4. Get legal advice before building anything

Right of way issues can delay construction, reduce property value, and lead to expensive litigation.

Owning land should mean being able to use it.

If you’re facing a right of way problem, get proper legal guidance before the issue becomes bigger than the property itself.
