PRIVATE DEVELOPER'S PROPOSED "ZERO EQUITY" SOCIALIZED HOUSING APPROVED FOR DEVELOPMENT
In today's City Council Session, City Councilor Atty. Diosdado Mahipus Jr., as head of the Committee on Socialized Housing, presented the application of PHINMA Property Holdings Corp., for the approval of its Preliminary Subdivision Development Plan (PSDP) and Development Permit (DP) for the project denominated PHINMA Tatag Davao, a proposed socialized housing development located at Barangay Riverside, Calinan District, Davao City.
The application was endorsed to the Sangguniang Panlungsod through CHLURU Resolution No. 04-01, Series of 2025 for the Preliminary Subdivision Development Plan, and CHLURU Resolution No. 04-02, Series of 2025 for the Development Permit, both covering the same project site and development proposal.
The project involves a total land area of approximately 32,840 square meters and is designed to accommodate 513 residential units under a socialized housing framework. As presented during the Committee hearings, the project is intended to provide accessible and affordable housing for low-income beneficiaries, within the broader policy framework of the government’s socialized housing program allowing and encouraging the private sector to develop Socialized Housing for Davao City residents.
The subject property is located within a Residential-3 (R-3) Zone with a Water Resource Overlay Zone under the Davao City Comprehensive Land Use Plan and Integrated Zoning Ordinance. Under this classification, socialized housing is an allowable use, subject to compliance with Batas Pambansa Blg. 220 and other applicable standards.
The application was evaluated based on the submitted documentary requirements, CHLURU endorsements, technical plans, and Committee hearing proceedings, including matters on zoning compatibility, density and land allocation, drainage and water management systems, utility support, access and circulation, and overall compliance with applicable land use and housing regulations.
It has been the objective of the City LGU to encourage socialized housing in the City consistent with the city shelter plan in order to address the housing backlog for low-income earners and the underprivilege sectors in the city.
The unit cost for the development shall be within the limits set for Socialized Housing with monthly amortizations projected at around Php 4,000 - Php 4,500 monthly with Zero Equity (downpayment). According to the developer, it is the aim of the company to provide home ownership at the cost of renting a house.
Hon. Mahipus hopes that reputable investors will develop socialized housing for the low-income earners in the city since affordable and decent homes must be available to our residents.
