How can I determine if the parcel of land I am buying is covered by a "Clean Title?"

A parcel of land covered by a clean title has the following:

1. The name indicated as owner in the Certificate of Title of the land is still living and can execute and sign documents pertaining to his land;
2. The electronic copy of the land has no memorandum of encumbrances or any adverse claim annotated at the back thereof or the succeeding pages of the title;
3. The lot number as well as the title number of the property is indicated in its tax declaration, and the name of the owner as well as the area indicated in the title matched with the entries in the declaration;
4. The Real Property Taxes of the property is updated.
