RA 11201
DHSUD
Seven years ago, we passed Republic Act No. 11201, creating the Department of Human Settlements and Urban Development (DHSUD). This landmark law unified housing and urban development functions under one department, affirming that the right to adequate shelter is a national priority.
As Principal Author, I take pride in how RA 11201 consolidated the Housing and Urban Development Coordinating Council (HUDCC), the umbrella agency coordinating national housing programs since 1986, and the Housing and Land Use Regulatory Board (HLURB), the regulatory and quasi judicial body overseeing subdivisions, condominiums, and land use planning—into DHSUD. It also established the Human Settlements Adjudication Commission (HSAC) to resolve real estate and housing development disputes. In 2025, the Supreme Court reaffirmed HSAC’s jurisdiction in condominium contract cases, strengthening its authority to execute decisions and ensuring faster resolution of housing related conflicts. DHSUD continues to fulfill its mandate, from land use planning to disaster response, including relocation programs for families displaced by typhoons.
