Seven years ago, we passed Republic Act No. 11201, creating the Department of Human Settlements and Urban Development (DHSUD). This landmark law unified housing and urban development functions under one department, affirming that the right to adequate shelter is a national priority.

As Principal Author, I take pride in how RA 11201 consolidated the Housing and Urban Development Coordinating Council (HUDCC), the umbrella agency coordinating national housing programs since 1986, and the Housing and Land Use Regulatory Board (HLURB), the regulatory and quasi judicial body overseeing subdivisions, condominiums, and land use planning—into DHSUD. It also established the Human Settlements Adjudication Commission (HSAC) to resolve real estate and housing development disputes. In 2025, the Supreme Court reaffirmed HSAC’s jurisdiction in condominium contract cases, strengthening its authority to execute decisions and ensuring faster resolution of housing related conflicts. DHSUD continues to fulfill its mandate, from land use planning to disaster response, including relocation programs for families displaced by typhoons.

RA 11201 stands as a commitment to dignity and inclusion, ensuring that every Filipino family deserves a safe home, a secure community, and a future built on hope.

Economic growth in the Philippines is expected to regain momentum in early 2026, with output projected to return to above five percent as government spending improves and inflation remains subdued, according to a new private-sector study.

The University of Asia and the Pacific said the economy is likely to post growth exceeding five percent both in the first quarter and for the full year of 2026, citing supportive price conditions and stronger fiscal activity. The projection was outlined in the January 2026 edition of The Market Call Capital Markets Research report.

Filipino workers are expected to benefit from better-quality socialized housing following the government’s approval of higher price ceilings for socialized subdivision and condominium projects, while Pag-IBIG Fund continues to provide affordability through its subsidized housing loan rates under the Expanded Pambansang Pabahay para sa Pilipino (Expanded 4PH) Program.

The updated ceilings, issued under the Implementing Rules and Regulations of the Department of Human Settlements and Urban Development (DHSUD) and the Department of Economy, Planning, and Development (DEPDev) Joint Memorandum Circular No. 2025-001, are intended to reflect current cost conditions and enable developers to deliver improved unit quality and safer housing standards.
