This Memorandum Circular answers the question:
If you waive your right over your inheritance will such waiver be a subject of tax?

A GENERAL WAIVER/Renunciation of Inheritance (all of his inheritance and without reservation to a specific part of the decedent's estate) executed by an heir in the estate of his ancestor is EXEMPT from Donor's Tax.

If the waiver is with reference to a specific part of the estate, it will be subject to Donor's Tax. RMC 04-2021 clarifies how this Donor's Tax will be computed.
