Dumalo sa seremonya ang mga kawani ng Leyte Provincial Jail bilang pagpapakita ng kanilang paggalang, pagkakaisa, at katapatan sa watawat ng Republika ng Pilipinas. Ang seremonya ay nagsilbing paalala sa lahat ng kawani tungkol sa kanilang tungkulin na maglingkod nang may integridad, disiplina, dedikasyon, at malasakit sa kapwa.

Ang regular na pagsasagawa ng Flag Raising Ceremony ay bahagi ng pagpapanatili ng disiplina at diwa ng paglilingkod-bayan sa hanay ng mga kawani ng institusyon. Higit sa isang tradisyon, ito ay nagsisilbing simbolo ng pagkakaisa at paninindigan sa tungkuling ginagampanan para sa kapakanan ng mga taong pinagkaitan ng kalayan o PDL at ng buong pamayanan.

The ceremony served as a meaningful opportunity for all personnel to reaffirm their commitment to patriotism, discipline, unity, and public service. It also reinforced the organization's shared responsibility to uphold professionalism and excellence in the performance of its mandate, while fostering solidarity among its personnel in delivering quality correctional services to the people of Leyte.

The ceremony marked another significant milestone in the rehabilitation and transformation of Persons Deprived of Liberty (PDL) through education. It celebrated the academic accomplishments of 𝐟𝐨𝐮𝐫 (𝟒) 𝐉𝐮𝐧𝐢𝐨𝐫 𝐇𝐢𝐠𝐡 𝐒𝐜𝐡𝐨𝐨𝐥 𝐜𝐨𝐦𝐩𝐥𝐞𝐭𝐞𝐫𝐬 𝐚𝐧𝐝 𝐧𝐢𝐧𝐞 (𝟗) 𝐄𝐥𝐞𝐦𝐞𝐧𝐭𝐚𝐫𝐲 𝐠𝐫𝐚𝐝𝐮𝐚𝐭𝐞𝐬 from Abuyog Sub-Provincial Jail, whose determination and perseverance enabled them to successfully complete their respective educational levels despite the challenges of incarceration.

The Alternative Learning System (ALS) continues to serve as a vital instrument in providing second chances to individuals by making education accessible to those who seek personal growth and positive change. Through the collaborative efforts of the Department of Education, the Provincial Government of Leyte, and the dedicated personnel of the Leyte Provincial Jail, educational opportunities are made available to PDL, equipping them with the knowledge, skills, and values necessary for their successful reintegration into their families and communities.

The Office of the Provincial Warden extends its heartfelt congratulations to all the graduates and completers for this remarkable achievement. Pawing, Palo, Leyte.

The activity was graced by Guest of Honor and Speaker, 𝐀𝐓𝐓𝐘. 𝐌𝐀𝐑𝐈𝐄𝐑𝐎𝐒𝐄 𝐏. 𝐀𝐋𝐕𝐄𝐑𝐎-𝐉𝐎𝐀𝐐𝐔𝐈𝐍, whose message underscored the importance of upholding human rights through strengthened collaboration among government agencies, local government units, and civil society organizations.

The forum brought together representatives from the Philippine National Police (PNP), the Commission on Human Rights (CHR), Local Government Units (LGUs), and Civil Society Organizations (CSOs) to strengthen collaboration in promoting and protecting human rights. It also served as a platform for dialogue, partnership, and the exchange of best practices in advancing rights-based governance and public service.

The participation of the Office of the Provincial Warden underscores its continued commitment to upholding human rights, fostering transparency, and supporting collaborative efforts toward a safer, more just, and humane community.

During the event, the Provincial Governor's message of support was entrusted to the Provincial Warden, who delivered it on his behalf. The message reaffirmed the Provincial Government's commitment to sustaining peace, strengthening collaboration among stakeholders, and promoting a safe and secure environment for the people of Leyte.

The activity was attended by representatives from various government agencies, local government units, law enforcement organizations, and other stakeholders, all united in their shared commitment to maintaining peace and security throughout the Province of Leyte and the region.

The program concluded with the Signing of the Pledge of Commitment, symbolizing the collective dedication of all participating agencies and stakeholders to uphold lasting peace, security, and public service.

The activity aimed to ensure the welfare and humane treatment of Persons Deprived of Liberty (PDL) and to verify the proper implementation of standard operating procedures (SOPs) by jail personnel.

PG I Jerry H. Petilla, Officer-in-Charge of the Abuyog Sub-Provincial Jail, Abuyog, Leyte, also expressed his sincere appreciation to Atty. Vevelyn O. Monsanto, Regional Director of the Public Attorney's Office (PAO), Abuyog PAO District Office, Atty. Juan Roberto T. Yudico II, and Ms. Lazil L. Pajares of the Parole and Probation Administration (PPA) all other Officer in Charge of the different Sub Provincial Jail of Leyte and other members for their unwavering support in the successful conduct of all the LMSEC activity.

The 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐖𝐚𝐫𝐝𝐞𝐧, 𝙇𝙚𝙮𝙩𝙚 𝙋𝙧𝙤𝙫𝙞𝙣𝙘𝙞𝙖𝙡 𝙅𝙖𝙞𝙡, under the supervision of 𝐇𝐨𝐧. 𝐂𝐚𝐫𝐥𝐨𝐬 𝐉𝐞𝐫𝐢𝐜𝐡𝐨 𝐋. 𝐏𝐞𝐭𝐢𝐥𝐥𝐚, 𝘗𝘳𝘰𝘷𝘪𝘯𝘤𝘪𝘢𝘭 𝘎𝘰𝘷𝘦𝘳𝘯𝘰𝘳 𝘰𝘧 𝘓𝘦𝘺𝘵𝘦, and under the leadership of 𝐏𝐋𝐓𝐂𝐎𝐋 𝐉𝐎𝐒𝐄𝐋𝐈𝐓𝐎 𝐌 𝐕𝐈𝐋𝐋𝐀𝐒 (𝐑𝐞𝐭.), 𝘗𝘳𝘰𝘷𝘪𝘯𝘤𝘪𝘢𝘭 𝘞𝘢𝘳𝘥𝘦𝘯, successfully conducted the Alternative Learning System (ALS) Graduation and Moving-Up Ceremony on July 15, 2026, celebrating another significant milestone in promoting education, hope, and rehabilitation among the Persons Deprived of Liberty (PDL).

The ceremony recognized the perseverance and determination of 23 PDL learners who successfully completed their respective educational programs under the Alternative Learning System. Of the total number of completers, 7 graduated from the Elementary Level, while 16 successfully completed the Junior High School Level. Their achievement reflects their commitment to personal growth and serves as a testament that education remains a powerful instrument for transformation, regardless of one's circumstances.

This meaningful event highlights the continuing commitment of the Provincial Government of Leyte, the Office of the Provincial Warden, and the Department of Education in ensuring that quality and inclusive education reaches even those inside jail facilities. Through the ALS program, PDL learners are provided with opportunities to acquire knowledge, develop life skills, and prepare for a more productive and meaningful reintegration into society.

Arias, Education Program Supervisor–ALS; Rhea Ann A.
