Funds should be allocated intelligently and sustainably to address the growing concern of stray and neglected animals. Instead of maintaining traditional dog pounds, these facilities should be converted into humane animal shelters focused on rehabilitation, vaccination, and adoption. All stray animals should be provided with complete vaccinations, anti-rabies shots, and spay and neuter services to control overpopulation and reduce long-term costs.
Support must be extended to legitimate and accredited animal shelters, while stricter regulations and heavier penalties should be imposed on scam shelters and irresponsible fur parents who neglect or abandon their pets. At the same time, silent solo rescuers—who often suffer financially and emotionally while continuing to help strays without asking for assistance—should be recognized and supported through free spay and neuter programs, complete vaccination services, and access to basic veterinary care.
A comprehensive pet and rescue registration system should be implemented to ensure accountability, proper monitoring, and data-driven planning. The City Veterinary Office should be strengthened and fully supported, with clear policies empowering them to monitor animal welfare programs per LGU. The adoption of mobile spay and neuter clinics, including anti-rabies vaccination services, will help reach underserved areas effectively.
Ultimately, the long-term goal should be the establishment of a City-run Free Animal Hospital to provide accessible veterinary services, promote responsible pet ownership, and uphold animal welfare for the benefit of both the community and public health.
