"Ka Gino" he was an illiterate person who do not know how to read and write he came from a poor family a native of Ugong Norte Pasig Metro Manila but due to his determination he started as a “kalabaw milk merchant” during the Japanese until the American Colonization. He started just for a few kalabaw then he had purchased a land which become the breeding ground to produce kalabaw milk and process
ed cheese like “kesong puti”. Because of his sweat and blood, hard work, dedication and perseverance he had purchased properties in Pasig City, Bulacan and in Cainta Rizal. But due to some unexpected incident his care-taker who is his brother-in-law the husband of his sister commit deceitful, fraudulent and conflict of interest so Regino Cruz sold one of his property which was procured by the FF Cruz Construction. While the other property which was owned by Regino Cruz that was located in Greenmeadows was land grab by a well known business tycoon. The House Rental Cruz Apartment was established in the 1960’s located in Ortigas Avenue Extension, Dr. Sixto Avenue and Mamerto District Rosario Pasig which was leased or rented by tenants such as Ayun Del Bakery, LBC Air Parcel, Acebedo Optical, Bulacan Store, San Gabriel Drug, Dan V Shop, Funeraria Santiago, 747 Bakery, Jimenez Furniture, etc. Likewise in the 1990’s which was leased or rented by tenants such as Pandanganan Optical, Cebuana Lhullier Pawnshop, Antonio Sy Grocery, Question-Mark Tailoring, Buhok Beauty Parlor, Botica San Gabriel, Mountain Breeze Bakery, etc. On 29 June 1991, Regino S. Cruz died without leaving any last will and testament and until his death (which was according to the court record) the five (5) surviving heirs in the first marriage and the one (1) decedent in the second marriage because their was a conflict between the four (4) heirs in the first marriage and the one (1) decedent in the second marriage which lead to a court litigation on 23 August 1991 “In the Matter of the Intestate Estate of the late Regino Cruz” for the Petition for Letters of Administration in Branch 153 Regional Trial Court of Pasig City due to the mismanagement, fraudulent, deceitful act and conflict of interest of the five (5) decedents that leads to another court litigation on 05 September 1995 “Writ of Preliminary Injunction” filed by Celia Lopez a.k.a. “Cely Cruz” the youngest legitimate heirs of the late Regino Cruz in Branch 267 Regional Trial Court of Pasig City because the Extra Judicial Partition that was made, the five (5) decedent falsified the signature of the youngest heirs and the partition that was made was not equally divided. After which a Decision was issued in FAVOR of the youngest legitimate heirs in action for Specific Perfomance with Damages with the Issuance of a Writ of Preliminary Injunction on 13 May 1996 ordering the five (5) decedent to deliver the owner’s duplicate copies of the Transfer Certificate Titles, to remit the net rentals of the properties and to deliver the remaining portions estate of the late Regino Cruz. After which the Celia Apartment was established in 1997 which was leased or rented by tenants such as Acebedo Optical, LBC Express and Cebuana Lhullier Pawnshop. However due to the fraudulent, deceitful acts and conflict of interest of the five (5) decedents including the sister and brother-in-laws who did not abide the court decision while other individuals connivance using court process to procure the property but there was a discrepancy regarding the transfer of the property to a third-party which lead to another court litigation on 22 May 2003 “Annulment of Sale, Mortgage, Cancellation of Sale” in Branch 268 Regional Trial Court of Pasig City but due to neglecting the case was pending for a considerable length of time without action so the case was DISMISSED on 16 February 2004 without prejudice for failure to prosecute. Because of conspiracy and connivance by other individuals which includes betrayal of trust and confidence by an attorney to his client and also misleading the court which lead to another court litigation on 29 April 2004 “Annulment of Deed of Absolute Sale; Cancellation of Transfer Certificate Title, Annulment of Deed of Real Estate Mortgage, Auction Sale, Certificate of Sale and Reconveyance with Damages in Branch 268 Regional Trial Court of Pasig City which was formerly in Branch 161 Regional Trial Court of Pasig City still pending in court. Likewise on December 2003 the Department of Public Works and Highway file an Expropriation in Branch 155 Regional Trial Court of Pasig City which was formerly in Branch 263 Regional Trial Court of Pasig still pending in court. Up to now Celia Apartment is still in business which was formerly leased or rented by tenants such Carlo Reyes Hairsalon, MGG Salon, Salon de Pasig and CitiHair Salon after which it was registered as NCNCL Apartment in the Department of Trade and Industry (DTI) on 2011 presently leased or rented by tenants such as G. Realica Ochoa Pawnshop and Sto.
