It is unlawful for any person to:
🚫 Offer real estate service without a valid license or accreditation
🚫 Represent themselves as a real estate broker, appraiser, or consultant without authority
🚫 Engage in real estate transactions reserved only for licensed practitioners

👉 This section ensures that only qualified and licensed professionals can legally practice real estate service.

⚖️ SECTION 39 – PENALTIES: Violations of the law may result in serious consequences, including:
💰 A fine of not less than ₱100,000
⛓️ Imprisonment of not less than 2 years
⚠️ Possible DOUBLE penalties if committed by unlicensed real estate service practitioner

👉 These penalties are imposed to protect the public and uphold ethical real estate practice.
