Carmel EcoVillage Lot and Homeowners Association: First General Meeting & Election of Officers
The Carmel EcoVillage Lot and Homeowners Association (HOA) successfully held its first general meeting yesterday, attended by 23 members, marking an important milestone in building a stronger, more organized, and more connected community. While Carmel has 207 lot owners and 11 homeowners, we warmly acknowledge and miss the presence of those who were not able to attend. This first gathering was a meaningful start—one rooted in community spirit, camaraderie, and shared responsibility for the future of Carmel EcoVillage.
Election of Officers
During the meeting, members formally conducted the election of officers. The following were voted into leadership roles:
• President: Riza Vallejo
• Vice President: Maureen Sadsad
• Secretary: Alyssa Papasin
• Treasurer: Mhel Lagamayo
• Public Relations Officer (PRO): Aiden Llanes
Key Functions of Officers
To guide the new HOA with clarity and professionalism, these are the core responsibilities of each position:
President (Riza Vallejo)
• Provides overall leadership and direction of the HOA
• Presides over meetings and represents the HOA in official matters
• Leads policy-making and ensures proper implementation of HOA decisions
• Coordinates closely with the developer/company during the transition period
Vice President (Maureen Sadsad)
• Assists the President and assumes duties in the President’s absence
• Oversees committees to ensure they are active and aligned with HOA goals
• Supports community concerns resolution and operations follow-through
Secretary (Alyssa Papasin)
• Records minutes, attendance, and official resolutions
• Manages HOA documentation, communications, notices, and member records
• Maintains organized files for transparency and continuity
Treasurer (Mhel Lagamayo)
• Manages collection and safeguarding of HOA funds
• Prepares monthly financial reports and budget proposals
• Ensures transparency, accountability, and proper disbursement procedures
• Supports financial planning for long-term stabilization and improvements
PRO (Aiden Llanes)
• Strengthens communication between officers and members
• Handles announcements, community updates, and engagement initiatives
• Supports welcoming and cohesion-building activities
• Manages public-facing messaging and community information systems

1. Welcoming Committee
• Welcomes new residents and lot owners
• Provides basic orientation (rules, contacts, community culture)
• Builds neighbor-to-neighbor connection and belonging

• Promotes care for members in need (illness, emergencies, seniors)
• Supports community compassion initiatives
• Helps coordinate mutual aid and simple volunteer support
3. Events Committee
• Organizes socials and gatherings for camaraderie
• Plans community-building activities (holiday events, clean-up drives, simple family programs)
• Encourages a living, vibrant HOA culture

To make the HOA operationally strong and investment-protective, these committees are highly advisable:

• Works with guards on protocols, reporting systems, and visitor procedures
• Recommends basic safety improvements and emergency response coordination
5. Rules, Grievance & Mediation Committee
• Receives concerns and helps resolve disputes respectfully
• Recommends policies and fair enforcement procedures
• Promotes harmony and protects community order
6. Infrastructure, Maintenance & Environment Committee
• Supports upkeep planning (roads, common areas, cleanliness, landscaping)
• Helps preserve Carmel’s natural assets—trees, quiet community character, and overall aesthetics
• Recommends sustainable practices and property care systems
7. Finance & Audit Committee
• Supports the Treasurer in transparent controls
• Reviews reports and suggests budgeting priorities
• Builds member confidence through accountability
8. Membership & Communications Committee
• Maintains updated member contact lists (especially lot owners who live elsewhere)
• Improves information flow: announcements, reminders, billing updates, group chats
• Supports outreach to encourage participation and dues compliance

During the meeting, the importance of the HOA was clearly emphasized: a strong HOA is one of the most proven foundations of a reputable subdivision.
A functioning HOA:

• Strengthens security and safety through organized standards and coordination

Monthly Dues and Shared Responsibility
Members expressed appreciation for the guards and the continuity of basic services. There were no major objections and the group was generally amenable to monthly dues of ₱10 per square meter, recognizing that:
• Basic services and upkeep require reliable funding
• The company has been shouldering the community upkeep up to now
• A structured HOA allows Carmel to stabilize and transition into a more sustainable, member-supported system
• Dues are not merely a fee—they are a shared investment in security, cleanliness, order, and long-term value
