4) President’s Message for the Next Meeting / Posting

Message from the HOA President (Riza Vallejo)

SHORT, MEDIUM, AND LONG TERM

A. Short-Term Goals (0–6 Months): “Stabilize & Organize”

These goals create trust and momentum.
1. Full HOA Activation

• Create a complete member registry (207 lot owners + homeowners)
• Establish official communication channels (GC, Viber, email)
2. Financial Stabilization

• Issue first transparent financial report
3. Basic Order & Services
• Maintain security and guard coordination
• Keep common areas clean and functional
• Establish simple house/lot rules and grievance process
4. Community Presence
• Welcome new homeowners formally
• Hold at least one simple social activity (coffee night, potluck, clean-up day)

⸻

B. Medium-Term Goals (6–18 Months): “Strengthen & Build Value”
1. Policy & Systems
• Adopt HOA by-laws and operating policies
• Create enforcement procedures that are fair, calm, and consistent
2. Infrastructure & Environment
• Improve landscaping and tree preservation
• Develop maintenance plans (roads, drainage, lighting, signage)
3. Member Engagement
• Regular participation in committees
• Quarterly community activities
• Improve dues compliance to at least 85–90%
4. Reputation Building
• Position Carmel as a disciplined, peaceful, and well-managed community
• Improve buyer and investor confidence

⸻

C. Long-Term Goals (18 Months–3 Years): “Sustain & Elevate”
1. Property Value Growth
• Consistent upkeep and policy enforcement
• Strong HOA brand = higher assessed values and resale prices
2. Self-Sufficiency
• HOA fully funds operations (less dependence on developer)
• Emergency fund and reserve fund established
3. Legacy Community
• A culture of respect, order, and cooperation
• Carmel recognized as a model subdivision near the city

⸻

II. MONTHLY HOA MEETINGS: HOW TO DO IT RIGHT

A. Frequency & Format
• Board Meeting: Monthly (officers + committee heads)
• General Membership Meeting: Quarterly (or bi-monthly at start)
• Hybrid option (in-person + online) to include off-site lot owners

B. Standard Monthly Agenda (1–1.5 hours)
1. Call to Order
2. Approval of Previous Minutes
3. President’s Report
4. Treasurer’s Financial Report
5. Committee Updates (brief, action-oriented)
6. Issues & Resolutions
7. Upcoming Activities & Reminders
8. Open Forum (time-bound, respectful)
9. Summary of Decisions & Action Items

Key rule: Every meeting must end with clear action items, responsible persons, and deadlines.

⸻

III. HOW A GOOD HOA STAYS ALIVE, ACTIVE, AND DYNAMIC

1. Clear Roles + Real Work

An HOA dies when officers are “titles only.”

A good HOA:
• Assigns real tasks to committees
• Tracks progress monthly
• Celebrates small wins

âś” Committees submit short monthly updates, not long speeches.

⸻

2. Transparency = Trust

Nothing kills an HOA faster than silence or suspicion.

Best practices:
• Monthly financial summary posted
• Open records policy
• Clear explanation of dues use

Members cooperate when they see where their money goes.

⸻

3. Predictable Systems, Not Drama

Strong HOAs rely on systems, not personalities.

That means:
• Written policies
• Fair enforcement
• Calm dispute resolution
• No favoritism

Order creates peace. Peace creates value.

⸻

4. Social Life = Community Life

HOAs that only collect dues become resented.

Alive HOAs:
• Host simple, low-cost socials
• Encourage neighbor interaction
• Make people feel they belong

Examples:
• Quarterly potluck or coffee night
• Tree-planting or clean-up day
• Holiday lights or children’s activities

People protect what they feel part of.

⸻

5. Measurable Indicators of a Healthy HOA

A good, dynamic HOA shows these signs:

Indicator Healthy Target
Meeting attendance Increasing or stable
Dues compliance 85–95%
Issue resolution time 30 days or less
Committee activity Monthly updates
Community events 3–6 per year
Property condition Clean, orderly, improving
Complaints Decreasing, not increasing

If these improve, the HOA is working.

⸻

6. Leadership That Listens but Decides

An effective HOA:
• Listens to members
• Explains decisions clearly
• Decides and acts decisively

You cannot please everyone—but you can be fair, transparent, and consistent.

⸻

IV. THE HOA CULTURE TO BUILD AT CARMEL

“We don’t just own property here.
We are stewards of a shared investment.”

A dynamic HOA:
• Protects peace
• Preserves nature
• Adds value
• Builds pride of ownership

⸻

V. SIMPLE ANNUAL HOA CYCLE (MODEL)
1. January–March: Planning, budgeting, compliance drive
2. April–June: Maintenance & environment focus
3. July–September: Community activities & engagement
4. October–December: Evaluation, reporting, year-end gathering

This rhythm keeps the HOA active, visible, and purposeful.

⸻

Closing Thought (for sharing with members)

A strong HOA is not built overnight.
It is built through consistency, participation, and trust.
When the HOA is alive, the community thrives—and property values follow.

Carmel EcoVillage Lot and Homeowners Association: First General Meeting & Election of Officers

The Carmel EcoVillage Lot and Homeowners Association (HOA) successfully held its first general meeting yesterday, attended by 23 members, marking an important milestone in building a stronger, more organized, and more connected community. While Carmel has 207 lot owners and 11 homeowners, we warmly acknowledge and miss the presence of those who were not able to attend. ⸻

Mission, Vision, and Core Values

Vision

A united, peaceful, and well-managed Carmel EcoVillage—where neighbors thrive in a safe, orderly, and nature-preserving community, and where property value steadily grows through responsible governance.

Mission

To establish and strengthen a professional and compassionate HOA that protects the community’s order, security, cleanliness, and long-term value—through clear systems, active participation, and shared responsibility among homeowners and lot owners.

Core Values
• Community & Camaraderie – We build relationships, not just residences.
• Accountability & Transparency – We manage funds and decisions responsibly and openly.
• Respect & Harmony – We protect peace through fairness and proper process.
• Stewardship – We care for Carmel’s environment, property, and shared spaces.
• Service – We look after one another and uphold a helpful community spirit.
• Order & Excellence – We follow systems that keep Carmel attractive, stable, and investment-worthy.

⸻

Why the HOA Matters: Protecting Order, Stability, and Property Value

During the meeting, the importance of the HOA was clearly emphasized: a strong HOA is one of the most proven foundations of a reputable subdivision.

A functioning HOA:
• Creates order and consistency through policies, systems, and rules that protect everyone
• Supports upkeep and maintenance, preventing decline and disorder over time
• Strengthens security and safety through organized standards and coordination
• Preserves the community character—quiet living, tree-lined surroundings, cleanliness, and discipline
• Safeguards investment value, because well-managed communities hold and increase land and home values better than unmanaged ones
• Builds buyer confidence, making Carmel more attractive to future buyers and investors

In short: a strong HOA protects what you own today and grows what your property can become tomorrow.

⸻

Monthly Dues and Shared Responsibility

Members expressed appreciation for the guards and the continuity of basic services. There were no major objections and the group was generally amenable to monthly dues of ₱10 per square meter, recognizing that:
• Basic services and upkeep require reliable funding
• The company has been shouldering the community upkeep up to now
• A structured HOA allows Carmel to stabilize and transition into a more sustainable, member-supported system
• Dues are not merely a fee—they are a shared investment in security, cleanliness, order, and long-term value

⸻

A Night of Camaraderie and a Strong Beginning

Beyond formalities, the first HOA meeting was marked by warmth and unity. It was a night of camaraderie, where neighbors introduced themselves and reaffirmed a shared hope: to build Carmel EcoVillage not just as a subdivision, but as a real community.

As we move forward, we look forward to establishing a powerful, credible, and active HOA—the same kind of homeowner leadership that has always been the moving spirit behind the success of reputable developments.

To all Carmel lot owners and homeowners:
Your presence matters. Your voice matters. And your participation—whether through meetings, committees, or simple cooperation—will shape Carmel into a community that remains orderly, safe, beautiful, and steadily increasing in value for years to come. This
