The Journey that leads to the promulgation of TESDA Training Regulations for Real Estate Service NC2.

Real Estate in the Philippines went through a lot of transformation since the implementation of Republic Act 9646 otherwise known as the Real Estate Service Act of the Philippines, particularly the flight of Real Estate Salespersons.

Section 31 of the Implementing Rules and Regulations (IRR) of RA 9646 talks about the educational requirement for a Real Estate Salesperson to be accredited with the Professional Regulatory Commission. The new requirement was elevated to at least 2nd-year college which prevented the entry of those below that qualification.

Those who falls below the requirement especially high school graduates were barred from their livelihood and now operating as illegal practitioners. With this in mind, the now known TESDA Technical Experts Panel (TEP) thought of approaching TESDA.

So, what is TESDA? And How can TESDA help?

The Technical Education and Skills Development Authority (TESDA) is the government agency tasked to manage and supervise technical education and skills development (TESD) in the Philippines.

It was created by virtue of Republic Act 7796, otherwise known as the “Technical Education and Skills Development Act of 1994”.

The TEP composed of members of the Philippine Association of Real Estate Boards believes that a Training Regulations for Real Estate Salespersons will answer the predicament of these people.

Four years ago, we initiated a dialogue with the TESDA Technical team thru the Qualification and Standards Office (QSO) to inquire if the idea is possible.

After a series of meetings, we were able to convince TESDA QSO that there is a need for such training regulation and was granted permission to draft the training sylabus and finally, it was approved and promulgated last year.

Today, we are task again to determine the implementing Rule and Regulations such as the training fees, equipment’s for training providers, qualification of teacher/assessor, assessment of participants to the course that will be pass the scrutiny of TESDA board members, in cooperation with Professional Regulation Commission (PRC) Professional Regulatory Board for Real Estate Service (PRBRES) and the Commission on Higher Education (CHED) for equivalency program, similar to Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP), conduct series of public hearings, and to merit approval and implementation.

So far there are only 6 people recognized as Technical Expert Panelist (TEP) who will soon become the first "ASSESSORS" for Real Estate training granted by TESDA Grand Father Rule for TEP's.

The TEP’s fervently pray that such will merit the approval of the TESDA board and the general public through the public consultation and hearing. Still a long way to go but we are hopeful.
