Supreme Court Approves E-Notarization Rules: Modernizing Notarial Services.
The Supreme Court of the Philippines has approved the Rules on Electronic Notarization (E-Notarization Rules) under A.M. No. 24-10-14-SC, allowing Electronic Notaries Public (ENPs) to perform notarial acts nationwide and, in certain cases, abroad. This reform introduces in-person, remote, and mixed notarization modes utilizing advanced technologies like multi-factor authentication (e.g., facial recognition and biometrics) to ensure security.
The new rules address jurisdictional limitations of the 2004 Notarial Rules, making notarial services more accessible, particularly for remote areas. They apply exclusively to electronic documents in PDF or PDF/A format, while traditional documents remain under the 2004 rules.
This initiative aligns with the Supreme Court's Strategic Plan for Judicial Innovations 2022โ2027 (SPJI) and takes effect 15 days after its publication on March 9, 2025.
