HICD ADVISORY
The Home Improvement Compliance Dept. (HICD) Office will resume operation beginning Monday, June 1, 2020. Health and safety are our top priority during this GCQ period hence, ALL TRANSACTIONS WILL BE CONDUCTED ONLINE and office (face to face) transactions will be done on appointment basis.
Below are the types of transaction that will be facilitated online.
1. Home Improvement Application
1.1. Inside/Outside Improvement Pass.
1.2. Home Improvement Orientation.
1.3. Gate Pass Issuance.
1.4. HICD ID pass for workers processing and renewal.
1.5. Submission of Plans for review (PDF file).
2. Settlement of violation.
3. Construction Bond Refund processing.
Please be guided by the following guidelines for online transaction:
A. Please send an e-mail to: [email protected] and attach copies of the following documents:
a. Authority to Move-in (ATMI)
b. Contract to Sell
c. Letter of Intent
d. In case a representative is transacting on behalf of the registered homeowner, the following must also be attached in the email: authorization letter signed by the homeowner valid government ID of both homeowner and representative.
B. HICD will be replying to your email to provide further instructions.
a. Once requested documents are ready for release, HICD Office will call to inform you of your schedule to claim your documents from our office.
C. All visitors are required to wear face masks, observe physical distancing and strictly follow office protocols.
Please be informed that all construction projects in GCQ areas must follow government issued guidelines and subject to all requirements as prescribed by the Local, National Government, and IATF guidelines.

Note: COVID-19 Test result of each worker to be deployed for construction is required for submission before issuance of Workers’ HICD ID pass. Noncompliance to GCQ and subdivision rules may lead to a revocation or cancellation of HICD pass.
The above-mentioned Construction Safety Guidelines may be subject to change without prior notice due to policy provided by IATF or LGU.
