Sangley Point International Airport (SPIA) in Cavite is set to become a world-class alternative to NAIA, aiming to kick off construction this year and finish its first phase by 2027. Phase one includes a $2B runway upgrade and passenger terminal, extending the runway to 3.4 km for Boeing 777s and building a direct Cavitex access road slashing travel time to just 20 minutes from Manila.
SPIA’s first phase will accommodate 25 million passengers, easing NAIA’s overcapacity woes as it currently serves 38 million passengers despite being designed for 30 million.
SPIA is a PPP project between the Cavite government and a consortium led by Cavitex Holdings Inc. and the Yuchengco group. However, GMR Airports clarified it is not yet part of the SPIA Consortium, though discussions with new partners and the Philippine Navy are ongoing. A memorandum of agreement with the DND is expected to clear the last hurdle.
Interior Secretary Jonvic Remulla assured there’s no competition with Bulacan Airport, emphasizing SPIA as an “alternative runway” to meet airlines’ growing demand for Manila slots. SPIA’s full development, worth $11B, plans for four runways and a capacity of 75 million passengers annually.
