پاکستان کے روشن ڈیجیٹل مستقبل کی نوید

تاریخ کی کتاب جب بھی اقوام کے عروج و زوال کا باب کھولتی ہے تو ایک حقیقت پوری آب و تاب کے ساتھ سامنے آتی ہے کہ دنیا کی قیادت ہمیشہ ان قوموں نے کی جنہوں نے وقت کے تقاضوں کو پہچانا۔ کبھی زرعی انقلاب نے تہذیبوں کو جنم دیا، کبھی صنعتی انقلاب نے عالمی طاقت کا توازن بدل دیا، اور پھر تیل و گیس نے عالمی سیاست اور معیشت کو نئی جہت عطا کی۔ مگر اکیسویں صدی ایک مختلف عہد ہے۔ یہ ڈیٹا، مصنوعی ذہانت، کلاؤڈ کمپیوٹنگ، سائبر سکیورٹی، کوانٹم ٹیکنالوجی اور نالج اکانومی کا زمانہ ہے۔ آج دنیا میں طاقت کے نئے مراکز وہ ہیں جہاں خیالات جنم لیتے ہیں، تحقیق ہوتی ہے، جدت پیدا ہوتی ہے اور ڈیٹا کو قومی اثاثہ سمجھا جاتا ہے۔
اسی پس منظر میں کیپیٹل سمارٹ سٹی میں قائم سکائی 47 ڈیٹا سینٹر کا افتتاح محض ایک انفراسٹرکچر منصوبے کا آغاز نہیں بلکہ پاکستان کے ڈیجیٹل مستقبل کے بارے میں ایک اہم پیغام ہے۔ اس تقریب میں وزیراعظم محمد شہباز شریف اور فیلڈ مارشل سید عاصم منیر کی شرکت اس امر کی علامت ہے کہ پاکستان میں ریاستی سطح پر بھی ڈیجیٹل معیشت، مصنوعی ذہانت اور جدید ٹیکنالوجی کی اہمیت کو تسلیم کیا جا رہا ہے۔
اگر اس وژن کو تسلسل، موثر پالیسی، تحقیق اور سرمایہ کاری کا ساتھ مل گیا تو یہ منصوبہ پاکستان کے لیے وہی کردار ادا کر سکتا ہے جو دنیا کے کئی ممالک میں ٹیکنالوجی پارکس اور ڈیجیٹل حبز نے ادا کیا۔ پاکستان میں عموماً رہائشی منصوبوں کو پلاٹ، سڑک، تجارتی مراکز اور تعمیرات کے تناظر میں دیکھا جاتا ہے، لیکن کیپیٹل سمارٹ سٹی نے اس تصور کو ایک نئے زاویے سے پیش کرنے کی کوشش کی ہے۔ اس کا وژن صرف رہائش فراہم کرنا نہیں بلکہ ایک ایسا سمارٹ اربن ایکو سسٹم تشکیل دینا ہے جہاں جدید ٹیکنالوجی، پائیدار ترقی، ماحول دوست منصوبہ بندی، ڈیجیٹل خدمات، توانائی کی بچت، ذہین ٹریفک نظام، محفوظ شہری ماحول اور علم پر مبنی معیشت ایک دوسرے سے مربوط ہوں۔
سمارٹ سٹی دراصل ایک ایسا شہر ہوتا ہے جہاں فیصلے اندازوں پر نہیں بلکہ ڈیٹا کی بنیاد پر کیے جاتے ہیں۔ جہاں ٹریفک سگنلز بھی ڈیجیٹل نظام سے منسلک ہوں، پانی اور بجلی کی تقسیم مصنوعی ذہانت کے ذریعے بہتر بنائی جائے، سیکیورٹی جدید سینسرز سے مضبوط ہو، شہری خدمات آن لائن دستیاب ہوں، اور منصوبہ بندی کا ہر مرحلہ ڈیٹا اینالیٹکس سے رہنمائی حاصل کرے۔ دنیا کے ترقی یافتہ شہروں، مثلاً سنگاپور، بارسلونا، سیول، دبئی اور ایمسٹرڈیم نے اسی تصور کو اپنایا اور آج وہ شہری ترقی، سرمایہ کاری اور معیارِ زندگی کے عالمی نمونے سمجھے جاتے ہیں۔ اگر پاکستان میں بھی اس تصور کو سنجیدگی سے آگے بڑھایا جائے تو اس کے فوائد صرف ایک شہر تک محدود نہیں رہیں گے بلکہ یہ پورے ملک میں شہری منصوبہ بندی کے لیے ایک نئی سمت متعین کر سکتے ہیں۔
ڈیجیٹل دنیا کی سب سے بڑی حقیقت یہ ہے کہ ہر آن لائن سرگرمی، ہر مالی لین دین، ہر مصنوعی ذہانت کا ماڈل کسی نہ کسی ڈیٹا سینٹر پر انحصار کرتا ہے۔ اگر انٹرنیٹ کو ایک وسیع شہر تصور کیا جائے تو ڈیٹا سینٹرز اس شہر کے دل، دماغ اور اعصابی نظام کی حیثیت رکھتے ہیں۔ آج بینکنگ، ای کامرس، صحت، تعلیم، ٹیلی کمیونیکیشن، دفاع، ای گورننس، سوشل میڈیا، آن لائن تجارت اور مصنوعی ذہانت کے تمام جدید نظام انہی مراکز سے چلتے ہیں۔ یہی وجہ ہے کہ امریکہ، چین، یورپ اور خلیجی ممالک اربوں ڈالر کی سرمایہ کاری جدید ڈیٹا سینٹرز میں کر رہے ہیں۔
سکائی 47 ڈیٹا سینٹر اسی عالمی رجحان کا پاکستانی اظہار ہے۔ اگر اسے عالمی معیار کی سیکیورٹی، کلاؤڈ سروسز، قابلِ اعتماد بجلی، تیز رفتار فائبر کنیکٹیویٹی، سائبر سکیورٹی اور جدید اے آئی کمپیوٹنگ کی سہولیات کے ساتھ ترقی دی گئی تو یہ نہ صرف پاکستانی اداروں بلکہ خطے کے لیے بھی ایک قابلِ اعتماد ڈیجیٹل انفراسٹرکچر فراہم کر سکتا ہے۔ برطانوی جریدے دی اکانومسٹ نے چند برس قبل لکھا تھا کہ "ڈیٹا نیا تیل ہے"، مگر آج حقیقت اس سے بھی آگے جا چکی ہے۔ خام تیل اس وقت تک بے قیمت رہتا ہے جب تک اسے ریفائن نہ کیا جائے، اسی طرح خام ڈیٹا بھی اس وقت تک محدود اہمیت رکھتا ہے جب تک اسے ڈیٹا سائنس، مصنوعی ذہانت، مشین لرننگ اور ایڈوانسڈ اینالیٹکس کے ذریعے قابلِ عمل علم میں تبدیل نہ کیا جائے۔
اسی لیے آج دنیا کی سب سے قیمتی کمپنیاں تیل یا اسٹیل کی نہیں بلکہ ٹیکنالوجی کی ہیں۔ ایپل، مائیکروسافٹ، این ویڈیا، الفابیٹ (گوگل)، ایمیزون اور میٹا جیسی کمپنیاں صرف مصنوعات نہیں بلکہ ڈیٹا، الگورتھمز، کلاؤڈ انفراسٹرکچر اور مصنوعی ذہانت کی بنیاد پر عالمی معیشت کی سمت متعین کر رہی ہیں۔ عالمی تحقیقی اداروں گارٹنر اور آئی ڈی سی کے مطابق دنیا میں انفارمیشن ٹیکنالوجی پر سالانہ اخراجات 5.5 ٹریلین امریکی ڈالر سے تجاوز کر چکے ہیں۔ دوسری جانب ورلڈ اکنامک فورم کے مطابق مصنوعی ذہانت 2030 تک عالمی معیشت میں 15 ٹریلین ڈالر سے زیادہ کی اضافی معاشی سرگرمی پیدا کر سکتی ہے۔ یہی وجہ ہے کہ امریکہ، چین، یورپی یونین، متحدہ عرب امارات اور سنگاپور نے مصنوعی ذہانت اور ڈیٹا سینٹرز کو اپنی قومی اقتصادی حکمتِ عملی کا لازمی حصہ بنا لیا ہے۔
اگر دنیا میں کسی ایک مقام نے جدید ٹیکنالوجی کی تعریف بدل دی ہے تو وہ سلیکون ویلی ہے۔ یہ صرف ایک جغرافیائی خطہ نہیں بلکہ ایک ایسا ماحولیاتی نظام ہے جہاں جامعات، سرمایہ کار، صنعت، تحقیق اور نوجوان ذہانتیں مل کر نئے تصورات کو عالمی صنعت میں تبدیل کرتی ہیں۔ گوگل، ایپل، این ویڈیا، میٹا، اوپن اے آئی اور سیکڑوں دیگر عالمی کمپنیاں اسی ماحول کی پیداوار ہیں۔ ان کمپنیوں کی مجموعی مارکیٹ ویلیو کئی ترقی پذیر ممالک کی مجموعی قومی پیداوار سے زیادہ ہے۔ اس کامیابی کی بنیاد صرف سرمایہ نہیں بلکہ تحقیق، اختراع، اعلٰی تعلیم، رسک لینے کی ثقافت اور مستقل حکومتی معاونت ہے۔
چین نے گزشتہ بیس برسوں میں یہ ثابت کیا کہ اگر ریاست واضح وژن کے ساتھ تحقیق، صنعت اور ٹیکنالوجی کو یکجا کر دے تو ترقی کی رفتار کئی گنا بڑھ سکتی ہے۔ آج ہواوے، علی بابا، ٹینسنٹ، بائیڈو اور بائٹ ڈانس جیسی کمپنیاں عالمی سطح پر چین کی تکنیکی صلاحیت کا اظہار ہیں۔ چین مصنوعی ذہانت، فائیو جی، سپر کمپیوٹنگ اور ڈیٹا سینٹرز میں دنیا کی سب سے بڑی سرمایہ کاری کرنے والے ممالک میں شامل ہے، کیونکہ اس نے یہ حقیقت سمجھ لی ہے کہ مستقبل کی عالمی قیادت صرف مینوفیکچرنگ سے نہیں بلکہ ڈیجیٹل خودمختاری سے وابستہ ہوگی۔
اگر امریکہ نے دنیا کو سلیکون ویلی دی، چین نے ڈیجیٹل مینوفیکچرنگ کی نئی تعریف متعارف کرائی، سنگاپور نے سمارٹ نیشن کا تصور پیش کیا اور متحدہ عرب امارات نے تیل کی معیشت سے نکل کر مصنوعی ذہانت اور ڈیجیٹل انفراسٹرکچر کو اپنی قومی ترقی کا ستون بنایا، تو پاکستان کے سامنے بھی ایک بنیادی سوال کھڑا ہے: کیا ہم صرف ٹیکنالوجی استعمال کرنے والی قوم رہیں گے یا ٹیکنالوجی تخلیق کرنے والی قوم بنیں گے؟ یہ سوال محض تعلیمی بحث نہیں بلکہ آئندہ چند دہائیوں میں پاکستان کی معاشی، سفارتی اور قومی سلامتی کا تعین کرے گا۔
پاکستان کے لیے سب سے اہم مثال بھارت ہے۔ 1990ء کی دہائی میں بھارت نے انفارمیشن ٹیکنالوجی کو قومی ترجیح بنایا۔ بنگلورو، حیدرآباد، چنئی اور پونے جیسے شہروں کو عالمی آئی ٹی مراکز میں تبدیل کیا گیا، جامعات کو صنعت سے منسلک کیا گیا، اور نوجوانوں کی فنی تربیت پر مسلسل سرمایہ کاری کی گئی۔ آج بھارتی آئی ٹی اور بزنس پروسیس مینجمنٹ انڈسٹری سالانہ 200 ارب امریکی ڈالر سے زائد کی برآمدات کر رہی ہے۔ لاکھوں بھارتی انجینئر دنیا کی بڑی کمپنیوں میں خدمات انجام دے رہے ہیں، جبکہ گوگل، مائیکروسافٹ، ایڈوبی، آئی بی ایم، انٹیل اور دیگر عالمی اداروں میں بھارتی ماہرین اعلٰی انتظامی عہدوں پر فائز ہیں۔ یہ کامیابی وسائل سے زیادہ پالیسی کے تسلسل، تعلیمی اصلاحات، تحقیق، نجی شعبے کی شراکت اور عالمی معیار کی مہارت کا نتیجہ ہے۔
صرف چند ملین آبادی رکھنے والا سنگاپور اس بات کا ثبوت ہے کہ قوموں کی ترقی جغرافیے سے نہیں بلکہ وژن سے وابستہ ہوتی ہے۔ اس نے سمارٹ نیشن انیشی ایٹو کے تحت مصنوعی ذہانت، ڈیجیٹل گورننس، ڈیٹا سینٹرز، سائبر سکیورٹی اور جدید شہری منصوبہ بندی کو قومی حکمت عملی کا حصہ بنایا۔ آج سنگاپور دنیا کے اہم ڈیٹا سینٹر حبز میں شامل ہے، جہاں عالمی ٹیکنالوجی کمپنیاں اپنی کلاؤڈ سروسز چلاتی ہیں۔ آئرلینڈ نے اپنی آبادی سے کئی گنا بڑی ڈیجیٹل معیشت اس لیے بنائی کہ اس نے تعلیم، مستحکم قوانین، کاروبار دوست ماحول اور عالمی کمپنیوں کے لیے سازگار پالیسی اپنائی۔ آج گوگل، ایپل، مائیکروسافٹ، انٹیل اور میٹا سمیت درجنوں عالمی کمپنیوں کے یورپی دفاتر وہاں قائم ہیں۔
دوسری طرف متحدہ عرب امارات نے بروقت یہ حقیقت تسلیم کی کہ تیل ہمیشہ معیشت کی بنیاد نہیں رہ سکتا۔ اس نے مصنوعی ذہانت، فِن ٹیک، ڈیٹا سینٹرز، سمارٹ سٹیز اور ڈیجیٹل گورننس پر اربوں ڈالر کی سرمایہ کاری کی۔ آج دبئی اور ابوظہبی مشرقِ وسطٰی کے نمایاں ٹیکنالوجی مراکز شمار ہوتے ہیں۔
پاکستان دنیا کے ان ممالک میں شامل ہے جہاں نوجوان آبادی کا تناسب سب سے زیادہ ہے۔ تقریباً 65 فیصد آبادی نوجوانوں پر مشتمل ہے۔ ہر سال ہزاروں انجینئرز، کمپیوٹر سائنسدان، سافٹ ویئر ڈویلپرز اور آئی ٹی گریجویٹس ملکی جامعات سے فارغ التحصیل ہوتے ہیں۔ پاکستان کی آئی ٹی اور آئی ٹی انایبلڈ سروسز کی برآمدات حالیہ برسوں میں مسلسل بڑھی ہیں اور کئی ارب امریکی ڈالر تک پہنچ چکی ہیں۔ پاکستان فری لانسنگ کے میدان میں بھی دنیا کے نمایاں ممالک میں شمار ہوتا ہے۔ پاکستانی نوجوان اپ ورک، فائیور اور دیگر عالمی پلیٹ فارمز پر اپنی صلاحیتوں کا لوہا منوا رہے ہیں۔ لیکن سوال یہ ہے کہ کیا ہم صرف فری لانسنگ تک محدود رہیں گے یا اپنی عالمی معیار کی کمپنیاں، مصنوعی ذہانت پلیٹ فارمز، کلاؤڈ سروسز، سائبر سکیورٹی مصنوعات اور ڈیجیٹل ٹیکنالوجیز بھی تیار کریں گے۔
اسی تناظر میں کیپیٹل سمارٹ سٹی میں قائم سکائی 47 ڈیٹا سینٹر کو ایک طویل المدتی قومی سرمایہ کاری کے طور پر دیکھنے کی ضرورت ہے۔ ڈیٹا سینٹر صرف کمپیوٹر سرورز کی عمارت نہیں ہوتے بلکہ جدید معیشت کا بنیادی ڈھانچہ ہوتے ہیں۔ بینکنگ، ای-کامرس، صحت، تعلیم، دفاع، مصنوعی ذہانت، ای-گورننس، سمارٹ سٹیز، کلاؤڈ کمپیوٹنگ، فائیو جی نیٹ ورکس اور مستقبل کی تقریباً ہر ڈیجیٹل سروس انہی مراکز پر انحصار کرتی ہے۔ اگر سکائی 47 ڈیٹا سینٹر کو عالمی معیار کی ٹیئر سرٹیفکیشن، گرین انرجی، اے آئی کمپیوٹنگ، ڈیزاسٹر ریکوری، کلاؤڈ انفراسٹرکچر، بین الاقوامی فائبر کنیکٹیویٹی اور مضبوط سائبر سکیورٹی کے ساتھ مسلسل وسعت دی جائے تو یہ نہ صرف پاکستان بلکہ وسطی ایشیا، مشرق وسطٰی اور جنوبی ایشیا کے لیے بھی ایک علاقائی ڈیجیٹل مرکز بن سکتا ہے۔
کیپیٹل سمارٹ سٹی کی اصل کامیابی صرف جدید رہائشی منصوبہ ہونے میں نہیں بلکہ اس وژن میں ہے کہ ایک ایسا شہر تشکیل دیا جائے جہاں رہائش، تعلیم، صنعت، ٹیکنالوجی، ماحولیات اور سرمایہ کاری ایک دوسرے سے مربوط ہوں۔ اگر اس شہر میں عالمی جامعات کے تحقیقی مراکز، اے آئی لیبارٹریاں، ڈیٹا سائنس انسٹی ٹیوٹس، وینچر کیپیٹل فنڈز، اسٹارٹ اپ انکیوبیٹرز، ٹیکنالوجی پارکس اور بین الاقوامی کمپنیوں کے ریجنل دفاتر قائم ہوتے ہیں تو یہ پاکستان کے لیے ایک نالج سٹی اور انوویشن ہب کی حیثیت اختیار کر سکتا ہے۔ دنیا کے کامیاب شہر عمارتوں سے نہیں بلکہ خیالات، تحقیق اور اختراع سے پہچانے جاتے ہیں۔
اگر پاکستان 2035 تک اپنی ڈیجیٹل معیشت کو کئی گنا بڑھانا چاہتا ہے تو چند بنیادی اقدامات ناگزیر ہیں:
- مصنوعی ذہانت، ڈیٹا سائنس اور سائبر سکیورٹی کو قومی تعلیمی پالیسی کا حصہ بنایا جائے۔
- ہر صوبے میں عالمی معیار کے ڈیٹا سینٹرز اور ٹیکنالوجی پارکس قائم کیے جائیں۔
- جامعات، صنعت اور حکومت کے درمیان مستقل تحقیقاتی اشتراک پیدا کیا جائے۔
- اسٹارٹ اپس کے لیے وینچر کیپیٹل اور ٹیکس انسینٹیوز فراہم کیے جائیں۔
- عالمی ٹیکنالوجی کمپنیوں کو پاکستان میں ریجنل ڈیٹا سینٹرز قائم کرنے کی ترغیب دی جائے۔
- ڈیٹا پروٹیکشن، سائبر سکیورٹی اور ڈیجیٹل گورننس کے قوانین کو بین الاقوامی معیار کے مطابق مضبوط بنایا جائے۔
- پاکستان کی آئی ٹی برآمدات کے لیے طویل المدتی قومی ہدف مقرر کیا جائے۔
قرآنِ کریم کا پہلا حکم "اقرأ" اس حقیقت کا اعلان ہے کہ ترقی کی بنیاد علم ہے۔ علامہ اقبال نے نوجوانوں کو ستاروں پر کمند ڈالنے کا خواب دیا، جبکہ قائدِاعظم محمد علی جناح نے تعلیم، نظم و ضبط اور قومی یکجہتی کو ترقی کی بنیاد قرار دیا۔ آج ان اصولوں کے ساتھ ایک اور ستون کا اضافہ ہو چکا ہے: ڈیجیٹل علم اور ٹیکنالوجی۔ اکیسویں صدی میں قومی خودمختاری صرف سرحدوں کی حفاظت سے وابستہ نہیں بلکہ ڈیجیٹل خودمختاری سے بھی جڑی ہوئی ہے۔ جس ملک کے پاس اپنا ڈیٹا، اپنی کلاؤڈ صلاحیت، اپنی مصنوعی ذہانت، اپنے ڈیٹا سینٹرز اور اپنی سائبر سکیورٹی ہوگی، مستقبل اسی کا ہوگا۔
سکائی 47 ڈیٹا سینٹر کا افتتاح اسی امید کی علامت ہے کہ پاکستان بھی اس عالمی دوڑ میں پیچھے رہنے کے بجائے آگے بڑھنے کا ارادہ رکھتا ہے۔ تاہم یہ صرف آغاز ہے۔ اصل کامیابی اس وقت ہوگی جب یہ منصوبہ جامعات، صنعت، حکومتی پالیسی، تحقیق، سرمایہ کاری اور نوجوانوں کی صلاحیتوں کے ساتھ ایک مربوط قومی حکمتِ عملی کا حصہ بنے گا۔
آج دنیا کی دوڑ زمینوں کی نہیں، ذہنوں کی ہے؛ تیل کی نہیں، ڈیٹا کی ہے؛ اور خام مال کی نہیں، اختراع کی ہے۔ اگر پاکستان نے اپنے نوجوانوں کے ذہنوں میں سرمایہ کاری کر دی، تحقیق کو قومی ترجیح بنا لیا، اور سکائی 47 ڈیٹا سینٹر جیسے منصوبوں کو ایک وسیع ڈیجیٹل وژن سے جوڑ دیا، تو وہ دن دور نہیں جب پاکستان صرف ٹیکنالوجی استعمال کرنے والا ملک نہیں بلکہ ٹیکنالوجی تخلیق کرنے والی قوم کے طور پر دنیا کے نقشے پر نمایاں ہوگا۔ کیونکہ قوموں کی تقدیر اینٹوں، سیمنٹ اور فولاد سے نہیں بدلتی؛ وہ علم، تحقیق، وژن اور اختراع سے بدلتی ہے۔ یہی پاکستان کے روشن، خودمختار اور ڈیجیٹل مستقبل کی حقیقی بنیاد ہے۔
Pakistan’s Bright Digital Future: A Promise on the Horizon

Whenever the pages of history open the chapter of the rise and fall of nations, one truth stands out vividly: global leadership has always belonged to those nations that recognized the demands of their time. The agricultural revolution gave birth to civilizations; the industrial revolution shifted the balance of global power; and later, oil and gas redefined world politics and economy. But the 21st century is a different era altogether an age of data, artificial intelligence, cloud computing, cybersecurity, quantum technology, and the knowledge economy. Today, the new centers of power are places where ideas are born, research happens, innovation is created, and data is treated as a national asset.
Against this backdrop, the inauguration of the Sky47 Data Center at Capital Smart City is not merely the launch of an infrastructure project it is a significant message about Pakistan’s digital future. The presence of Prime Minister Muhammad Shehbaz Sharif and Field Marshal Syed Asim Munir at the ceremony signals that Pakistan’s state leadership is now recognizing the importance of the digital economy, artificial intelligence, and modern technology.
If this vision is matched with continuity, effective policy, research, and investment, this project could play the same role for Pakistan that technology parks and digital hubs have played in many countries around the world. In Pakistan, housing projects are usually viewed in terms of plots, roads, commercial centers, and construction but Capital Smart City has attempted to present this concept from a new angle. Its vision is not just to provide housing, but to build a smart urban ecosystem where modern technology, sustainable development, environment-friendly planning, digital services, energy conservation, intelligent traffic systems, safe urban environments, and a knowledge-based economy are all interconnected.
A smart city, in essence, is one where decisions are made based on data rather than guesswork where traffic signals are linked to digital systems, water and electricity distribution is optimized through artificial intelligence, security is strengthened through modern sensors, city services are available online, and every stage of planning is guided by data analytics. Developed cities of the world Singapore, Barcelona, Seoul, Dubai, and Amsterdam have adopted this very concept, and today they are regarded as global models of urban development, investment, and quality of life. If this concept is pursued seriously in Pakistan too, its benefits will not remain confined to a single city but could set a new direction for urban planning across the entire country.
The greatest reality of the digital world is that every online activity, every financial transaction, and every artificial intelligence model depends on some data center. If the internet is imagined as a vast city, data centers are its heart, brain, and nervous system. Today, banking, e-commerce, health, education, telecommunications, defense, e-governance, social media, online commerce, and every modern AI system runs through these very centers. This is why the US, China, Europe, and Gulf countries are investing billions of dollars in modern data centers.
The Sky47 Data Center is Pakistan’s expression of this same global trend. Apple, Microsoft, NVIDIA, Alphabet (Google), Amazon, and Meta are not just product companies they are shaping the direction of the global economy through data, algorithms, cloud infrastructure, and artificial intelligence. According to global research firms Gartner and IDC, annual global spending on information technology has surpassed $5.5 trillion. Meanwhile, according to the World Economic Forum, artificial intelligence could generate more than $15 trillion in additional economic activity globally by 2030. Today, India’s IT and business process management industry exports more than $200 billion annually. Pakistan is among the countries with the youngest populations in the world roughly 65% of its population is young. Pakistan’s IT and IT-enabled services exports have grown steadily in recent years, reaching several billion US dollars. Pakistan is also counted among the world’s leading freelancing nations, with young Pakistanis proving their skills on platforms like Upwork and Fiverr. But the question is whether we will remain limited to freelancing, or also build our own world-class companies, AI platforms, cloud services, cybersecurity products, and digital technologies.

If Pakistan wants to multiply its digital economy by 2035, several fundamental steps are essential:
