Big moves for 's governance!
A high-level government committee has submitted a landmark proposal to Prime Minister to overhaul how the federal capital is run. The draft outlines a structure similar to a provincial government to give Islamabad greater administrative and financial autonomy.
Here are the key highlights of the proposed plan:
27-Member Elected Assembly:
A local legislature comprising 21 directly elected members, 5 reserved seats for women, and 1 for minorities, with elections supervised by the ECP.
Elected Chief Executive:
A mayor or chief minister accountable to the local assembly, assisted by a chief secretary, 4 administrative secretaries, and 27 dedicated departments.
Shift:
Powers and municipal duties currently held by the Capital Development Authority (CDA) and local government bodies would be transferred to the new administration.
Federal Control Retained:
Law enforcement, security, and master planning will remain directly under the federal government's authority.
New Legal Framework:
The plan requires new legislation alongside constitutional and legal amendments, including updates to the CDA Ordinance of 1960.
The proposal was drafted by a panel featuring Planning Minister Ahsan lqbal, Interior Minister Mohsin Naqvi, Rana Sanaullah, Musadik Malik, and key federal secretaries.
