SHC seeks report on road projects awarded by KMC, other authorities

Karachi: The Sindh High Court has issued notices to the Karachi Municipal Corporation (KMC) and other parties in response to concerns raised by contractors regarding transparency in the awarding of road contracts. The news was reported by a news agency on October 11.

As per details, the court’s action comes after it was revealed that 41 schemes for road restoration, approved in August 2023 due to heavy rainfall damage, did not undergo the required public notice process. Instead, contracts were allegedly awarded directly to preferred companies.

During the hearing, the petitioner’s lawyer argued that the absence of public notices compromised fair competition. The court inquired about how the petitioner obtained the relevant government documents, indicating the potential for legal implications. The lawyer assured the court that he would clarify this matter with the petitioner.

The court has mandated that KMC and other involved parties respond within ten days. Additionally, the court has requested a detailed report on the developmental projects undertaken by KMC.

In a related matter, a division bench comprising Justices Salahuddin Panhwar and Amjad Ali Sahito has prohibited parking on Shaarah Iraq. This decision was made following complaints from lawyers, including Barrister Ata Hussain and Advocate Munir Ahmed Malik, who cited difficulties accessing the Sindh High Court due to rampant encroachment by parking mafias along the road.

Justice Salahuddin emphasised that no VIP vehicles should be parked in front of the High Court, highlighting the need for clear access to judicial facilities. Notices have also been issued to the DIG Traffic, SSP Traffic, and the KMC regarding the enforcement of this parking ban.

Islamabad: Finance Minister Muhammad Aurangzeb announced on Wednesday that a tax on the agriculture sector will be implemented starting July 1, 2025, under the National Fiscal Pact (NFP) with the provinces.

As per details, the Senate Standing Committee on Finance meeting expressed optimism that discussions with provincial authorities regarding the NFP were progressing smoothly. A uniform legislation for taxing agricultural income is expected to be introduced by January, with collection beginning in July 2025.

In response to queries about energy debt reprofiling negotiations with China, Aurangzeb indicated that talks were advancing, and an MoU is anticipated to be signed soon. This comes amidst speculation about a potential agreement during Chinese Prime Minister Li Qiang’s upcoming visit to Pakistan next week.

The minister emphasised that Pakistan had formally requested reprofiling of energy sector debt due to heavy capacity payments, which have resulted in inflated energy costs and escalating circular debt. Ongoing discussions with Chinese financial institutions will focus on adjusting repayment terms to extend the current debt repayment period to ten years.

During the meeting, Yong Ye, the outgoing country director of the Asian Development Bank (ADB), informed the committee that the ADB plans to provide Pakistan with $8.4 billion over the next four years, including $2.005 billion this year.

Action Against Non-Filers

Federal Board of Revenue (FBR) Chairman Rashid Mehmood Langrial announced that income tax returns had more than doubled to four million, with no extensions granted for filing deadlines. A crackdown on non-filers is set to begin next month, as the government aims to increase compliance among tax evaders.

Banking Bill Approved

The Senate panel unanimously passed the Banking Companies (Amendment) Bill 2024, with amendments that will enhance the governance structure of the State Bank of Pakistan (SBP). The finance minister highlighted the importance of maintaining the central bank’s autonomy and hinted at future amendments regarding the dual nationality of top SBP executives.

Concerns Over Trade Imbalances with Iran

The committee also discussed imposing a 10% levy on transport and business operations between Pakistan and Iran. Reports indicated that Iranian authorities deduct 10% from fares of Pakistani vehicles transporting goods, whereas Iranian vehicles do not face similar charges. The FBR has raised this issue with the Ministry of Communications, urging them to address it with Iranian officials to ensure fair treatment in bilateral trade.

Govt set to transform National Housing Policy after 2 decades

Islamabad: The Ministry of Housing and Construction has decided to draft a new National Housing Policy 2025 by updating the existing policy from 2001, as reported on October 9.

As per details, the ministry has reached out to the World Bank and the United Nations Mission in Pakistan for assistance in formulating the new policy. Sources indicate that the World Bank has expressed a willingness to collaborate, requesting the ministry to submit terms of reference (TORs) for engaging a consultant firm to assist in the policy’s development. The Ministry of Housing has completed these TORs and sent them to the World Bank, with a meeting anticipated soon to finalize further details.

The ministry emphasises that a new national housing policy is crucial for fostering sustainable development within Pakistan’s housing sector and addressing the pressing challenges it currently faces. The country is experiencing a significant housing crisis, particularly in urban areas. Notably, Balochistan alone suffered extensive damage during the 2022 floods, with 192,000 homes affected.

The primary objective of the upcoming policy is to alleviate the housing shortage, ensure affordable housing options across all cities, and tackle the issue of informal settlements, which account for 47% of housing situations in the country. Additionally, the new policy aims to stimulate growth in the housing sector, thereby generating employment opportunities and contributing to the overall economic development of Pakistan.

𝗣𝗿𝗼𝗽𝗲𝗿𝘁𝘆 𝗼𝘄𝗻𝗲𝗿𝘀𝗵𝗶𝗽 in Pakistan is governed by a well-established legal framework that ensures transparency and legitimacy in transactions. One of the key sections in this framework is 𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟭𝟳 𝗼𝗳 𝘁𝗵𝗲 𝗥𝗲𝗴𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻 𝗔𝗰𝘁, 𝟭𝟵𝟬𝟴, which plays a crucial role in the registration of property transactions.

Section 17 of the Registration Act mandates that certain documents relating to immovable property must be compulsorily registered. These documents include:

The registration of documents as per Section 17 provides 𝗹𝗲𝗴𝗮𝗹 𝘃𝗮𝗹𝗶𝗱𝗶𝘁𝘆 to property transactions. A deed or agreement that is not registered, when required to be, cannot be used as evidence in a court of law. This ensures that property disputes can be minimized and that the rightful ownership is clearly established.

The World Bank has pledged $2 billion to support Pakistan’s recovery from the 2022 floods, with $1.55 billion set aside for rebuilding and resilience projects. World Bank Country Director Najy Benhassine made this announcement during a media briefing on October 9, referencing commitments made at the 2023 Donors Conference in Geneva.

𝐅𝐮𝐧𝐝 𝐀𝐥𝐥𝐨𝐜𝐚𝐭𝐢𝐨𝐧
The funds will focus on Immediate Response, Reconstruction, and Building Resilience. Of the $2 billion, $454 million has already been used for immediate relief and ongoing reconstruction efforts. However, housing reconstruction in Balochistan has faced delays, with only 104 bank accounts opened for the estimated 250,000-280,000 affected individuals.

𝐒𝐢𝐧𝐝𝐡 𝐏𝐫𝐨𝐠𝐫𝐞𝐬𝐬 𝐚𝐧𝐝 𝐀𝐝𝐝𝐢𝐭𝐢𝐨𝐧𝐚𝐥 𝐒𝐮𝐩𝐩𝐨𝐫𝐭
Recovery in Sindh is moving faster, with $22 million already disbursed for housing and $270 million allocated to flood-affected individuals. The Sindh Flood Emergency Housing Reconstruction Project, budgeted at $500 million, aims to provide resilient housing for flood victims. Additional support comes from the Asian Development Bank ($400 million) and the Islamic Development Bank ($200 million).

Efforts will also focus on restoring infrastructure and boosting the Sindh government’s ability to handle climate challenges.

Benhassine emphasized the need for concessional loans to support long-term recovery efforts in low-income countries like Pakistan.

KARACHI: Five suspected dacoits were killed in an alleged police encounter in the Khairabad area of Manghopir.

According to SSP West Tariq Elahi, police was conducting search operation in Khairabad area of Manghopir on the reports of presence of criminals in the area.

Seeing the police party, dacoits opened fire at the personnel and in the retaliatory fire, five ‘dacoits’ were killed, while a search operation was still underway in the area. The police also recovered weapons from the custody of the killed dacoits.

The bodies of the dacoits were moved to the hospital for identification.

Earlier in Lahore, six dacoits were shot dead in an alleged encounter with the police in Iqbal Town.

According to police, the six men broke into the house of a doctor in Iqbal Town’s College Block on Saturday.

The residents of the house informed the police through an emergency call on 15.

On seeing the police’s quick response, the dacoits panicked and opened fire on the police party. In the intense ensuing battle, six dacoits were killed.

Karachi – The Sindh government is set to create a new industrial zone along the Northern Bypass as part of a broader plan to boost the province’s industrial strength and attract new investments.

With PKR 846 million already allocated for the project this fiscal year, the zone aims to tap into Karachi’s strategic location as Pakistan’s economic powerhouse. The project will also expand existing industrial zones, with a master plan nearing completion, according to Bashir Solangi, Director of the Industries Department.

The Northern Bypass offers a prime location for industries due to its excellent connectivity to key transport routes and proximity to the port, making it ideal for businesses involved in exports. Karachi’s reputation as the economic center of the country continues to draw both local and international investors.

Karachi – Provincial Minister Jam Ikramullah Dharejo has announced the construction of two new flyovers in Karachi’s industrial zones, aimed at reducing traffic jams and improving road connectivity. The project will be carried out under a public-private partnership (PPP), with a total cost exceeding PKR 10 billion.

The flyovers will be built at Ghani Chowrangi and Siemens Chowrangi, both crucial points in the city’s industrial areas. The Sindh government will contribute PKR 1.4 billion, while the rest will come from private sector partners.

During a recent meeting, Minister Dharejo said that the project is expected to be completed in 24 months and will greatly benefit businesses by cutting down on traffic congestion and making transportation smoother for industrialists.

Key government officials, including Secretary for Industries and Commerce Muhammad Yasin Shar Baloch and MD of SITE Ghazanfar Ali Qadri, attended the meeting to discuss the technical details and timeline of the project.
