RLTR is proud to share that our President and Principal Surveyor, Ruth L. Trujillo Rodríguez, has been invited to participate in the VIII Conferencia del Geómetra Experto in Málaga, Spain, on November 20, 2026.

The conference will bring together professionals to discuss cadastral and property registration systems in different countries, environmental sustainability, land management, and technical practice in cadastral, registry, and urban-planning matters.

Ruth will contribute the Puerto Rico perspective, sharing our experience with the relationship between surveying, cadastre, property registration, and territorial information.

International conversations like these provide an important opportunity to compare systems, exchange knowledge, and explore how better land and geospatial information can support infrastructure, planning, resilience, and sustainable territorial management.

Precision in surveying is about much more than centimeters.

For RLTR, survey-grade data means giving the professionals who design and develop infrastructure the confidence to make decisions based on reliable existing conditions.

Better information at the beginning of a project can mean fewer surprises later: less redesign, fewer RFIs, better coordination, and earlier identification of potential conflicts.

Our work doesn’t end with producing a plat, a point cloud, or a set of coordinates.

We help reduce uncertainty before it becomes a problem in design or construction.

That is where quality surveying creates real value.

ROW surveying requires more than measuring the area that will be acquired.

Before a government agency can rely on a ROW plan, fundamental questions need answers:

Who owns the property?
What documents support that ownership?
How was the parcel created?
What is the existing ROW?
Are there easements?
Does the record information agree with what exists in the field?
What happens to the remaining property after the acquisition?

When these questions are left until agency review, projects can enter repeated cycles of comments, research, corrections and resubmittals.

The fieldwork and the property research are both part of getting the survey right.

One missed feature can create work for an entire project team.

Suppose an existing utility is not identified during the original survey. Months later it conflicts with the proposed design.

Now the team may need additional fieldwork, revised mapping, engineering revisions, new utility coordination and possibly another agency submission.

The original problem may have been small. Its consequences are no longer small.

The earlier reliable information is available, the easier it is for the design team to make good decisions.

An infrastructure project can have an excellent engineering team and still run into problems if the information used as the basis of design is incomplete.

Survey data becomes design data.

Elevations influence grading and drainage. Utilities affect alignments. Property boundaries and ROW limits determine where improvements can be constructed. Existing structures can change an entire design approach.

That is why the survey should not begin with only one question: “Where are the project limits?”

It should also begin with:

What will the design team need to know about everything inside those limits?

Getting that conversation right at the beginning can prevent much more difficult conversations later.

What will it take to build a stronger and more resilient infrastructure for Puerto Rico?

At the Colegio de Ingenieros y Agrimensores de Puerto Rico Expo Convention 2026, RLTR President and Principal Surveyor Ruth L. Trujillo Rodríguez had the opportunity to moderate two important conversations about that future: an interview with Eng. Janisse Quiñones, President & CEO of LUMA Energy, and a multidisciplinary infrastructure panel.

Energy, transportation, construction, investment, and resilience were all part of the discussion.

The challenges are significant, but so are the opportunities ahead. Moving Puerto Rico’s infrastructure forward will require planning, technical expertise, investment, and collaboration among the many professionals and organizations involved.

Puerto Rico is approaching an important change in its spatial reference system—and its impact will extend beyond the surveying profession.

Preparing for the future of infrastructure also means understanding the reference systems behind the data we use to design it.

A common misunderstanding in infrastructure surveying is that more technology automatically means better data. That is not always true.

A point cloud with millions of points is not useful unless it is controlled, checked, registered, and prepared for the design team’s needs.

A UAV image may look impressive, but it may not capture ground conditions under vegetation or satisfy the required accuracy.

A bathymetric survey must be tied to the correct horizontal and vertical control to be useful for engineering.

Good survey data is not about volume alone. It is about reliability, relevance, control, documentation, and suitability for the intended use.
