On 18 September, Faro is due to take control of its Commercial Quay, a waterfront site whose future has been discussed for years.

The municipality already has a different use in mind.

Plans include a recreational marina with capacity for around 500 boats, alongside a multipurpose commercial port and facilities connected to scientific research. The scientific residence planned for the site is reportedly already close to completing its design stage.

The location gives the project unusual potential. The quay sits directly beside the Ria Formosa, within reach of Faro’s historic centre and a few kilometres from the region’s international airport. Yet the city has never developed the same nautical profile as some other parts of the Algarve.

Pestana is preparing to begin construction on a new 236-unit tourist development in Porto Covo, adding to an already substantial presence on the Alentejo coast.

The Pestana Porto Covo Beach Residences will occupy around eight hectares, approximately 50 metres from Praia Grande, within the Southwest Alentejo and Vicentine Coast Natural Park. Construction is expected to begin in September.

The project will include tourist apartments set among gardens and leisure areas, together with a clubhouse, gym, restaurant, beach club and swimming pools. Pestana will also manage the tourism operation and the condominium.

The architecture is being designed around the landscape rather than against it. Natural materials including wood and terracotta are planned throughout the development, while the layout leaves openings between buildings to preserve views towards the Atlantic and reduce the visual weight of the construction.

For some international buyers, a second home is no longer mainly about holidays.

It is becoming a way to keep options open.

A property in Portugal might be used for several months each year, by children studying in Europe, or simply as a familiar place a family can return to if work, politics or personal circumstances change.

That does not mean buyers are preparing for a crisis. It means the role of a second home is becoming broader.

Portugal fits that change particularly well. Lisbon has shifted from a market driven largely by investment towards one where lifestyle, relocation and second-home demand play a much bigger role.

Foreign investment in Portuguese real estate also reached a record €3.9 billion in 2025.

Portugal’s footwear industry exports more than 90% of what it produces to around 170 countries.

What has changed is how those shoes are being made.

Over the past decade, the sector has invested more than €600 million in automation, robotics and sustainability, helping Portuguese manufacturers move further into premium and luxury production.

That is a useful example of a broader change in Portuguese industry.

For many years, Portugal competed partly through lower production costs than countries further north in Europe.

That advantage still matters, but it is becoming less important on its own. There will always be markets where labour is cheaper.

Portuguese companies increasingly have to compete on something else: engineering, flexibility, production quality and the ability to adapt quickly.

The export data show part of that shift. Portugal sold €4.08 billion of high-technology goods abroad in 2025, a new record.

Portugal spent much of the past decade becoming one of Europe’s most successful tourism destinations. Over roughly the same period, it accumulated a housing deficit of more than 300,000 homes.

Those two facts are related, but they are not the same problem.

Tourism now has enormous weight in the Portuguese economy. In 2024 it generated €27.7 billion in travel exports, almost half of all Portuguese service exports.

It has also helped bring investment back into historic centres, restored buildings that might otherwise have remained empty and supported hundreds of thousands of jobs.

At the same time, Portugal simply did not build enough housing. Morningstar DBRS estimates that the gap between new households and completed homes has exceeded 300,000 since 2014.

Construction never fully recovered from the collapse after 2008, while labour shortages, material costs, limited land and slow licensing continue to restrict supply.

Tourism has added pressure to that shortage. Banco de Portugal has found that the expansion of local accommodation was associated with stronger house-price growth, particularly in Lisbon, Porto, Faro and Setúbal.

But removing tourism from the equation would not suddenly create the homes Portugal failed to build.

Portugal’s average asking price for a home was €430,000 in August, exactly the same as a year earlier.

That sounds like a market that has barely moved. The regional numbers suggest something very different.

In the Centre, average asking prices rose 14.6% over the year. Coimbra increased 17% to €310,000, Santarém rose 12% to €280,000 and Leiria was up 11.1% to €350,000.

Lisbon and Porto moved the other way. Lisbon’s average asking price fell 3.1% year on year to €630,000, while Porto dropped 13% to €377,500.

The rental market is just as uneven. Average rents in the North increased 20% over the year, while Coimbra recorded a 9.4% decline.

Faro rose 11.1% to €1,388 per month, while Lisbon was slightly lower than a year earlier at €1,685.

These figures are based on advertised properties, so changes in the type and size of homes coming onto the market can move an average significantly, particularly in smaller districts.

The Algarve has been ranked the second-best place in the world to retire in 2026, behind Boquete in Panama and ahead of destinations in Mexico, France, Greece and Spain.

What is more interesting is the cost attached to that position.

The ranking estimates that a couple would need around $3,085 per month to live in the Algarve.

Boquete, which took first place, is estimated at $2,400. Crete comes in at $1,830 and Tarragona at just over $2,000.

The Algarve is therefore no longer competing mainly because it is cheap.

Property prices and rents have risen substantially in many coastal areas, and the gap between the Algarve and Portugal’s largest cities has narrowed.

For retirees looking at Lagos, Vilamoura or other established coastal locations, the idea of southern Portugal as a low-cost alternative to the rest of Western Europe is becoming harder to sustain.
