Hey everyone! If you’re a private property owner who’s been dreaming of downsizing—you’ve probably heard the good news: the 15-month wait-out period for private property owners buying resale HDB flats is officially gone!

When Minister Chee Hong Tat announced the immediate removal of this rule, a lot of homeowners breathed a massive sigh of relief. But what does this mean for the property market, for first-time buyers, and for anyone looking to make a move? Let me break down the impacts in simple terms.

Quick Recap: What Exactly Changed?
Back in September 2022, when HDB resale prices were skyrocketing, the government stepped in with a temporary cooling measure: if you sold a private condo or landed home, you had to wait 15 months before buying a non-subsidised resale HDB flat (unless you were 55 or older downsizing to a 4-room or smaller flat).

Now, that 15-month wait is completely waived.

If you're a private homeowner buying an eligible non-subsidised resale flat without an HDB loan, you can buy right away—you just need to sell your private property within 6 months of completing the HDB purchase. (Note: The 30-month wait-out period for buying new BTOs, ECs, or taking HDB housing loans/grants stays the same).

Why Lift It Now?
You might wonder why the government decided to pull the plug on this rule now. It really comes down to two big reasons:

Reason 1: The Resale Market Has Cooled: HDB resale price growth slowed down significantly over recent quarters and even saw small declines. The initial panic buying during the pandemic days has stabilized.

Reason 2: A Heavy Pipeline of Supply: Around 13,500 flats are reaching their Minimum Occupation Period (MOP) this year alone, alongside a strong rollout of BTO launches. With so much fresh supply coming into the market, experts agree the market is in a much better position to handle extra demand without triggering crazy price spikes.

A Massive Win for "Right-Sizers" and Retirees
Honestly, the biggest winners here are retirees, empty nesters, and private homeowners looking to unlock equity.

Under the old rule, if you wanted to sell your condo and move into a 5-room or Executive flat, you faced a painful dilemma: move into rental housing for 15 long months or move in with family temporarily. That meant paying high rent, moving twice, and dealing with a whole lot of administrative headaches.

Now, rightsizers get a direct, hassle-free path. They can sell their condo, buy a resale HDB, and transition smoothly without throwing money away on interim rent.

Higher Demand for Larger / Younger Flats / DBSS
This is probably the question every homeowner wants answered.

Personally, I think demand will definitely increase, but it won't affect every flat equally.

Private property owners who downgrade are generally looking for spacious, well-renovated homes in convenient locations. Many also have healthy cash proceeds after selling their condo.

Because of this, I expect stronger demand for:

Executive Apartments (EA) / Executive Maisonettes (EM)

5-room flats

Premium 4-room flats in mature estates or in city area, such as The Pinnacle @ Duxton

Newly MOP flats (5~10 years old)

DBSS such as The Peak@Toa Payoh, CityView@Boon Keng

These homes offer larger living spaces while still costing significantly less than a private condominium, making them attractive to right-sizers. This could also mean more million-dollar HDB transactions, especially in popular estates.

On the other hand, smaller 3-room flats or homes with less desirable attributes may not experience the same level of price growth.

In other words, demand is increasing, but supply is also improving. Rather than expecting another sharp surge like what we saw in 2021 and 2022, a more balanced market is a more likely outcome.

Will HDB Resale Prices Skyrocket Again?
Short answer: Unlikely.

While demand for larger flats will definitely pick up, analysts don't expect a wild, broad-based price surge across the board. Because so many flats are reaching MOP and first-time buyers still have plenty of BTO and EC options, the overall market should absorb this extra demand quite comfortably. Most market watchers expect overall HDB resale prices to remain stable or show gentle, measured growth (around 0.5% to 2% for the year).

How about Rental Market?
Here’s an underrated ripple effect: rentals should calm down.

Over the past few years, private owners trapped in the 15-month wait-out period flooded the rental market, driving up rent for condos and large HDB flats. Now that downgraders can buy an HDB flat directly, that artificial demand spike in the rental market disappears, giving renters a bit of breathing room.

My Personal Opinion
I see this policy change as less about stimulating prices and more about restoring flexibility to homeowners with genuine housing needs.

For HDB owners thinking of selling, especially those with larger flats in popular locations, this could bring a larger pool of potential buyers.

For buyers, it doesn't mean you need to rush into the market immediately. Instead, focus on buying the right property that fits your long-term needs rather than trying to predict short-term price movements.

Every policy change creates both opportunities and challenges. Understanding how it affects your own situation is far more important than following headlines.

If you're wondering how this change may affect the value of your home, or whether now is a good time to sell, it's worth reviewing your options with current market data before making any decisions.
