Jurong Regional Library will move to transport hub with CC, sports centre

SINGAPORE โ€“ The Jurong Regional Library will be relocated to the upcoming Jurong East Integrated Transport Hub, which is slated for completion in 2027.

The integrated hub will also house a community club, a sports centre, offices and retail space in a 27-storey tower block that will be connected to an eight-storey podium by a bridge.

On Nov 3, The Straits Times reported that the library will be among several buildings affected by the next phase of development for Jurong Lake District.

Sited about 350m from Jurong East MRT station, the current library was originally opened in August 1988 as Jurong East Community Library, before undergoing refurbishment and reopening as Singaporeโ€™s third regional library in June 2004. It has a 12,020 sq m floor area spanning four floors and a basement.

Locating the library and other community facilities at the transport hub โ€œwill create a community hub in a highly accessible location to serve residents in the west regionโ€, said Ms Lim and Mr Wan.

โ€œThis will complement the vibrant commercial node that currently exists around Jurong East MRT station,โ€ they said, adding that more details on the relocated library will be announced when ready.

He hopes the mix of amenities in the upcoming hub will allow people from different walks of life to socialise, and that the sports centre will have a good mix of facilities that appeal to various age groups, such as a bouldering wall, basketball and badminton courts and table tennis tables.

Construction for the integrated transport hub began in 2021, and a protective structure is currently being erected on a 860m stretch of railway tracks that extend from Jurong East MRT station.

A Land Transport Authority spokesman said the temporary protection enclosure will be installed on existing railway viaducts to protect them and passing trains from potential debris or falling objects from ongoing construction works for the Jurong Region Line, as well as the hub.

Jurong Regional Library to relocate to Jurong East transport hub from 2028

The library will be located in the Jurong East Integrated Transport Hub at Jurong East MRT station.

SINGAPORE: Jurong Regional Library will be relocated to the Jurong East MRT station area, said the Urban Redevelopment Authority (URA) and National Library Board (NLB) on Tuesday (Nov 15).

In a joint statement, URA and NLB said the library will be relocated about 400m away, to the Jurong East Integrated Transport Hub situated at Jurong East MRT station.

The new library is expected to open in 2028 and will be similar in size to the current one, said URAโ€™s group director of physical planning Yvonne Lim and NLBโ€™S director of planning and development Wan Wee Pin in the statement.

โ€œPatrons can continue enjoying the learning resources, services and facilities at the current library in the meantime,โ€ they said.

โ€œThe co-location of the library at the transport hub and other community uses, such as a community club and sports centre, will create a community hub in a highly accessible location to serve residents in the west region.โ€

This will complement the โ€œvibrant commercial nodeโ€ around Jurong East MRT station, said the agencies.

Jurong Regional Library is set to be replaced by a residential development with shops at the first storey, based on a proposed amendment to URAโ€™s master plan published last month.

If there is no public objection and proposed amendments are approved, they will be incorporated into the master plan, according to URA's website.

The library, which first opened in 1988 and was refurbished as a regional library in 2004, was at one time the largest in Singapore with a floor area of 12,020 sq m.

Last year, LTA said construction works for the Jurong East Integrated Transport Hub were slated for completion by around 2027.

The relocation of the regional library will support efforts to โ€œinject more varied usesโ€ into the area, said URA and NLB.

โ€œThis is part of our broader effort to develop Jurong Lake District into the largest business district outside the central business district, to bring jobs closer to home and to support new growth,โ€ their statement read.

โ€œIt will have a diverse mix of uses for living, working and playing, and provide greater convenience for nearby residents.โ€

More details about the relocated library will be announced when ready, said URA and NLB.

Sweeping Changes In Jurong

The Urban Redevelopment Authority is further developing Jurong Lake District. Jurong Regional Library will be relocated and replaced by a mixed-use development, while the former French-Singapore Institute and former German-Singapore Institute, as well as Science Centre Singapore's extension - The Annexe - and carpark, will make way for new developments and roads.

Jurong East District the Second CBD?

โ€ข Islandwide economic centres part of long-term plans

Long-term planning has always been part of Singaporeโ€™s planning ethos and allows us to balance social, environmental and economic needs, while judiciously stewarding our limited resources to guide sustainable development.

The Urban Redevelopment Authorityโ€™s (URA) current Long-Term Plan Review seeks to do so for a horizon of 50 years and more, focusing on flexibility and resilience.

As we may not have the luxury of space for a second Central Business District (CBD) that is equivalent in size to our current CBD, we have since the early 1990s, been planning for a polycentric city.

This entails developing multiple economic centres islandwide around transport nodes outside the CBD, in order to bring jobs and amenities closer to homes, as well as reduce congestion to and from our CBD.

These economic centres, such as Jurong Lake District, one-north and Paya Lebar Central, will be developed progressively, with each nurturing its unique positioning and strengths, and catering to new economic activities. They will complement the CBD and drive our future economy.

Jurong Lake District is set to become the largest business district outside the CBD, and will be a model for urban sustainability to support companies and new jobs in green innovation, while also housing mixed uses for living, working and playing.

Today, the impact of Covid-19 has presented added impetus to further build on decentralisation, as firms consider satellite offices to ensure business continuity. Such satellite offices or co-working spaces closer to residential areas can also reduce commuting time for workers. This will complement our CBD, which will continue to serve as a global business hub for collaboration and interaction, as it rejuvenates into a more mixed-use and vibrant precinct.

URA will continue to work closely with agencies and stakeholders, including international experts, to develop our economic centres, and review our plans in tandem with evolving trends and needs.

GROWING APPEAL OF JURONG LAKE DISTRICT

In line with the Government's plans to create more homes and businesses, CLD said the JLD is expected to provide 100,000 new jobs and 20,000 new homes by 2040 to 2050, adding to 1 million residents already living in the western part of Singapore.

"We are confident of maximising the excellent locational attributes of the site to create quality homes where residents could enjoy the privileges of living in a district where facilities for retail, entertainment, healthcare, education, sports and fitness are all within easy reach," said Mr Tan.

CLD added it is working closely with the existing tenants of JCube and providing them with the necessary support to ensure a smooth handover of the premises.

The mall will close for good at 10pm on Aug 6.

SINGAPORE: Jurong East shopping mall JCube will cease operations from Aug 7, to make way for a new residential development that will include commercial space on the first and second storeys.

CapitaLand Development (CLD) said in a statement on Tuesday (Feb 7) it obtained the Urban Redevelopment Authority's provisional permission to redevelop the existing JCube site into a 40-storey apartment block with an expected sales launch in the second half of 2023.

The new residential development, which is targeted for completion in 2027, will "complement the Government's plans to bring new homes - alongside new businesses, recreational facilities and amenities - to the Jurong Lake District (JLD)".

CLD (Singapore) CEO Tan Yew Chin said: "JLD is fast taking shape as Singapore's model for smart and sustainable living. We are pleased to build on CapitaLand's extensive presence in the area to contribute our real estate expertise to create yet another exceptional development that supports JLD's transformation."

The new building will be directly connected to Jurong East MRT interchange station, Westgate and IMM Building via J-Walk, which is the covered elevated pedestrian network in the district.

CLD added it will also be linked to the upcoming Jurong East Integrated Transport Hub, comprising an air-conditioned bus interchange, a public library, a community club, and a sports centre among other commercial spaces.

JCube, Jem, Westgate and IMM form the shopping cluster in the heart of the Jurong Lake District, planned as Singapore's second central business district - envisioned as a vibrant place to work, live, and play amid integrated world-class leisure and recreational attractions around Jurong Lake Garden and the new Science Centre.

Considering the strong performance of the private residential property market - which set a new benchmark exceeding S$2,000 (US$1,508) per sq ft in the Outside Central Region - the highest and best use of the subject site may have shifted from retail use to residential use.

The JCube site was originally zoned for commercial use with a plot ratio of 3.0. It was rezoned to residential as the primary use, with a higher plot ratio of 4.2. With Jโ€™Den scheduled for completion in 2027, it is the latest private residential development in the Jurong Lake District area since J Gateway was completed in 2016.

The termination of the Kuala Lumpur-Singapore High-Speed Rail project, for which the agreement between the governments of Singapore and Malaysia lapsed on Dec 31, 2020, will not derail the transformation of Jurong Lake District. It is shaping up as scheduled, with expansion works of the Jurong East MRT stations into the Jurong East integrated transport hub having started in 2021 and slated to be completed around 2027.

URA is expected to release a 6.5ha white site near Jurong East MRT station for sale to a master developer in June 2023. The white site will yield 150,000 sq m of office space, 75,000 sq m of complementary commercial space for retail, hotel and community uses, and 1,760 private residential units.

JCube's closure will likely not adversely impact the retail stock supply in the area since its retail space accounts for only 13 per cent of the private retail stock in the Jurong East cluster.

In fact, expect competition to intensify further when more retail space is added from the integrated transport hub and the white site development. This will strengthen the strategy to make Jurong Lake District the leisure and tourism hub in the West.

But the JCube story is a reminder that shopping malls need scale economics and diversity in the highly competitive retail market. For smaller malls to survive, they need to find a niche to stand up among bigger malls.

While JCube had some unique offerings like an Olympic-sized ice skating rink and the first IMAX theatre in the heartlands, it was insufficient to set the shopping mall apart from larger competitors like Jem and Westgate, says NUS Business School Professor Sing Tien Foo.

SINGAPORE: This year alone, Singapore will bid farewell to Jurong East shopping mall JCube, "Little Thailand" Golden Mile Complex and the Turf City site.

Considering its short lifespan of slightly over 10 years, the news in February that JCube would cease operations from Aug 7 was puzzling to many. Why did this relatively new mall not withstand the test of time or the demanding consumer?

JCube will be making way for redevelopment into a new 40-storey residential tower Jโ€™Den, with retail space on the first two storeys.

Though its closure may have caught the public by surprise, an early indication of JCube's redevelopment dated back to July 2022 when the Urban Redevelopment Authority (URA) rezoned the subject site from commercial use to primarily residential use.

Does JCube's demise mean there is such a thing as too many shopping malls in Singapore, or at least in Jurong East?

STIFF COMPETITION FROM JEM, WESTGATE, IMM
The retail landscape in Jurong East is certainly hotly contested.

While most heartland neighbourhoods are generally served by one or two main shopping malls, JCube is surrounded by several large malls. Built in 2012 on the site of the old Jurong Entertainment Centre, JCube quickly faced stiff competition when Jem and Westgate entered the mall race in 2013 and IMM mall rebranded itself as the largest outlet mall in Singapore that same year.

Both Jem and Westgate have better connectivity to key transport node Jurong East MRT station. The two malls have a combined retail floor area of nearly 1 million sq ft - nearly 70 per cent of total retail space in the vicinity - and offer variety and diversity in stores and merchandise mixes.

And then there was Big Box mall, which opened as a warehouse-retail mall in 2014 and closed its doors in early 2018.

But a similarly dense shopping mall cluster in Tampines Regional Centre in the eastern part of Singapore seems to be thriving, with a total private retail space of about 1.69 million sq ft that includes Tampines 1, Tampines Mall and Century Square. The current supply of net private retail space in the Jurong East area is around 1.45 million sq ft.

Though by planning area, Tampines has more than three times the resident population (265,340) than Jurong East (76,390) according to the Department of Statistics Singapore data as of June 2022. However, malls in the Jurong East area could also reach out to the broader catchment areas in Jurong West and the growing new HDB town at Tengah.
