The Ministry of National Developement (MND) will extend the Minimum Occupation Period (MOP) of new executive condominiums (ECs) from 5 years to 10 years from May 8, National Development minister Chee Hong Tat announced on the same day. EC homeowners can sell their unit to any buyer, including foreigners and corporate entities after 15 years.

MND is also sunsetting the current deferred payment scheme (DPS) for uncompleted ECs from May 8. This means EC buyers can no longer pay 20 per cent of the purchase upfront, but will need to revert to the Normal Payment Scheme and make progressive payments based on construction milestones.

Lastly, EC developers will need to set aside 90 per cent of EC units for first-time home buyers (FTs) from May 8, an increase from the current 70 per cent. The priority period will also be extended from one month to two years.

The changes are intended to further support FTs and focus ECs on meeting occupation needs, said Chee.
