Gains from the sale of a property, shares and financial instruments in Singapore are generally not taxable. However, gains from "trading in properties" may be taxable.

Generally, the gains derived from the sale of a property in Singapore are not taxable as it is a capital gain.

Taxable Gains from Sale of Property
The gains may be taxable if the individual buys and sells property with a profit-seeking motive, or deemed to be trading in properties. Whether a person is deemed to be carrying on a trade will depend on individual circumstances. Some criteria used to assess if you are trading in properties are as follows:

Frequency of transactions (buying and selling of properties);
Reasons for acquiring and selling of property;
Financial means to hold the property for long term; and
Holding period

HDB Resale Price Index DOUBLED from 2007 to 2013, dropped slightly to 2015 then stabilized. However, due to high supply of flats completed in 2014 that enter on resale market in 2019, prices are likely to drop more in the coming years.
Actually prices are rising in some towns while dropping in other towns. I sourced data from HDB Resale Statistics and compiled an Excel file showing HDB price trends since 2007, and based on it I created the below charts.
The gaps in lines in Excel chart are because HDB do not provide median price if less than 20 flats were transacted per quarter. Especially in case of Executive flats, it do not display prices on Bishan and Queenstown (towns famous for $1 million HDB flats) because they do not have at least 20 transacted flats except in Q2-Q3 2008.

Singapore condo resale prices up 0.4% in May, rising for fourth straight month

SINGAPORE'S condo resale prices rose 0.4 per cent in May from April, rising for the fourth consecutive month, according to monthly figures from real estate portal SRX Property released on Tuesday.

The increase in May follows a 0.8 per cent gain in April.
