Parliament has now been asked to deliberate and decide on that number. The Land Titles (Strata) (Amendment) Bill, introduced on Aug 4, lowers the consent threshold for a collective sale from 80 per cent of owners to 70 per cent for developments aged 40 to 59 years.
For leasehold estates, look at Pine Grove: 42 years into its 99-year lease and on its fifth collective sale attempt. Its 660 units span long-tenured owner-occupiers, investor-landlords and overseas owners. What stalls Pine Grove is not just the tenure clock, but the sheer heterogeneity (diversity) of its owner base. An estate split along those lines will struggle to clear any threshold, whatever number is chosen, because the disagreement was never really about the percentage.

Heard CSC is still pushing for the ongoing 80% consent or may have to terminate and initiate a new collective sales agreement which will mean gathering signatures again for consent within the next 7-month window. Just sell in the open market and raise the price slightly ($2.2M) for an expeditious cash return and with a bigger pool of HDB flats available before all successful (a big “if”) dwellers flood the market. News - However, CSCs that are in the process of gathering signatures to the collective sale agreement as at the commencement date will be allowed to decide whether to terminate the existing agreement, and approve terms for a new agreement that will be subject to the enhanced regime.
These CSCs will be allowed seven months from the commencement date to obtain the mandate for the new collective sale agreement to ensure that these efforts are not excessively prolonged.
