HDB Selling Process (Overview)
Step 1: Submit Intent to Sell
Login to the HDB website using SingPass and submit the Intent to Sell.
Once submitted, the seller cannot issue the Option to Purchase (OTP) for the first 7 calendar days (cooling-off period).
Step 2: Check Ethnic Integration Policy (EIP) & SPR Quota
Verify the Ethnic quota and Non-Citizen (SPR) quota to ensure the potential buyer is eligible to purchase the unit.
Step 3: Marketing the Property
Engage a property agent to market the unit or self-advertise via the HDB resale portal.
It is advisable to refer to actual transacted prices on the HDB website to gauge market value accurately.
Step 4: Compliance & Due Diligence (e-CDD)
If an agent is engaged, electronic Customer Due Diligence (e-CDD) is required for:
• The seller
• The direct buyer (if the buyer is not represented by an agent)
Step 5: Price Negotiation & Agreement
Seller and buyer negotiate the selling price and key terms and conditions until mutual agreement is reached.
Step 6: HDB Resale Application / Valuation
The buyer requests a valuation from HDB.
If the valuation differs significantly from the agreed selling price, an HDB officer may contact the seller or agent to arrange a site inspection. Else, HDB will notify both parties of the “acceptance of the application”via SMS and email. Afterwhich, HDB will also notify both parties of the Resale completion date, which typically about 8 weeks from the acceptance of the resale application.
