HDB’s February 2026 BTO exercise is out, offering a good mix of flats with shorter waiting times, including projects in Tampines, Sembawang, Toa Payoh and Bukit Merah. This round includes both BTO and Sale of Balance Flats, with options for different budgets and timelines.

In recent years, there has been a sharp increase in the number of private residential property transactions with short holding periods, in particular, a significant increase in the sub-sale of units that have not been completed.
Therefore, the Seller's Stamp Duty (SSD) holding period and rates will be increased for residential properties. The new rates apply to all residential properties purchased on or after 4 July 2025, 12.00am.
* With Effect from 4th of July 12am*
• Revert to pre-2017 SSD holding period of four years, from current period of three years.
• SSD rates raised by four percentage points for each tier of the holding period.
📣 NEW restrictions on Housing and Development Board (HDB) loans for resale flat buyers will be implemented to cool the public housing resale market, the Ministry of National Development said on Monday (Aug 19) night.
The loan-to-value ratio for HDB loans will be *lowered from 80 per cent to 75 per cent*, in line with those granted by financial institutions.
The revised LTV limit will apply to *completed resale applications received by HDB on or after Aug 20* as well as BTO applications from the October 2024 exercise onwards.

HDB just announced the introduction of a new HDB Flat Eligibility (HFE) letter from 09 May 2023, to provide flat buyers with a holistic understanding and assessment of their housing and financing options before they commence their home buying journey.
It will replace the current HDB Loan Eligibility (HLE) letter, and the Intent to Buy (ITB) for resale flat buyers.
🆕 The new HDB Flat Eligibility (HFE) letter will inform flat buyers upfront of their eligibility for a new or resale flat purchase, CPF housing grants, and HDB housing loan, including the respective grant and loan amounts.
