Cooling measures to intervene the residential property market seem not to work since it was introduced.
I would add this to the latest policy:
In the resale market, a Singapore Citizen owner must sell to a local buyer only.
Singapore PR owner sells to SPR buyer.
In the primary market, there should be a cap to foreign buyers and SPR.

When a tenant returns an apartment or house to landlord, please make that you have done all the checklists so that landlord is satisfied with the condition of the premises at handover and will return your deposit.

Refer to Tenancy Agreement to check these:

1. If you need to repaint the premises.
2. Remove any wiring or equipment that you installed without landlord's permission.
3. Paid all outstanding utilities and telecommunication accounts.
4. Service the air conditioners.
5. Check the inventory lists, if you have damaged any items, please replace.
6. Engage professional cleaners to clean the premises in same condition as when you took it.
7. Clean the curtain.
